CIP Project Manager/Project Engineer - Capital Projects Full‑time position with the City of Pearland, TX Engineering and Public Works Department within the Capital Improvement Projects division. The role leads and improves day‑to‑day operations of capital projects, ensuring high quality, timely delivery, and stakeholder satisfaction.

Role Overview The City of Pearland offers a competitive salary of $75,266.43‑$95,964.70 per year, based on experience. Employees receive full premiums for dental, long‑term disability, life insurance, and the majority portion of the medical premium for dependents. Responsibilities

Coordinate review of plans and specifications for capital projects; facilitate design kick‑off and review through PER/30% to 100% plans.

Develop project scope, cost, schedule, and budget estimates; monitor personnel and consultants.

Perform project planning, including charter development and assessment of adjacent impacts, community complaints, and agency requirements.

Direct all aspects of construction, including oversight of consultants, surveyors, labs, contractors, CM/CI, and admin staff; conduct pre‑construction and progress meetings, site visits, and field issue resolution.

Manage the design process and ensure technical professionals meet schedule and milestone deliverables; secure right‑of‑way during design phase.

Apply engineering principles in plan and specification review; recommend revisions.

Draft regular updates to the city manager, council, and public.

Recommend selection and coordinate work of contractors; monitor and control schedule, budget, consultants, and contractors.

Requirements

2‑5 years in municipal government or experience with federal, state, or local agencies (preferred).

Experience in quality control from project inception through completion.

Ability to work on multiple tasks simultaneously with organized methodology.

Strong prioritization skills in a fast‑paced, high‑energy environment.

Capability to plan, organize, coordinate, direct, review, and evaluate performance of consulting engineers, contractors, and other CIP/non‑CIP project stakeholders.

Decisiveness and innovation with minimal supervision.

Risk assessment skill, including mitigation options and corrective actions.

Independent and team project goal achievement with direct accountability.

Experience reading and interpreting plans and construction specifications.

Experience evaluating contract agreements.

Municipal engineering or public works experience.

Strong verbal and written communication.

BS/BA from accredited college/university and 2‑5 years of related experience in construction, engineering or infrastructure project management (required).

Project Management Professional (PMP) certification required or ability to obtain within two years of hire.
