The Program Manager – CalAIM will lead and supervise UBH’s CalAIM program, overseeing CalAim Community Services including Housing Navigation, Tenancy & Sustaining Services, Housing Deposits, and Day Habilitation. The role manages a client‑focused, trauma‑informed case management team, ensures contract compliance, budget management, and integration with the Coordinated Entry System (CES). The Program Manager will attend community meetings to build partnerships supporting housing stabilization, benefits assistance, nutrition, and connections to childcare, employment, and education services. Essential Functions

Provide oversight to ensure services are completed in accordance with best practices and program contracts. Manage staff day‑to‑day job performance, coaching, and compliance with regulatory and ethical requirements. Oversee insurance claims management and accurate provider billing. Supervise staff providing Housing Navigation, Tenancy & Sustaining services, Housing Deposits, and Day Habilitation. Oversee timely submission of rental assistance requests and monitor payment to landlords. Collaborate with UBH’s other programs to utilize move‑in assistance and supportive funds. Coordinate with program partners to expand support networks for referrals and linkages. Oversee hiring, onboarding, training, coaching, and development of CalAIM staff. Conduct weekly staff development, training, case conferencing, and solution‑focused case management. Consult with staff and provide guidance on crisis intervention, problem solving, and feedback. Manage relationships with landlords and property management companies. Ensure staff address comprehensive needs of homeless families including housing, energy assistance, health, childcare, employment, education, and nutrition. Manage transportation activities, including Tap Card disbursement and agency vehicle scheduling. Review staff recordkeeping and documentation for completeness and accuracy. Lead the electronic health record system to ensure timely paperwork submission and review. Implement job counseling or disciplinary action to promote efficient, ethical performance. Recommend staff advancement, wage adjustments, and employment separation. Work with Program Director and Data and QA Manager to track services, maintain data collection in HMIS, CHAMP, Qualifacts, and conduct reporting. Participate in agency and community meetings as directed. Work closely with UBH finance to ensure timely receipt of insurance receivables. Perform any additional tasks, projects, or responsibilities as assigned. Qualifications

Master’s Degree and license strongly preferred. Bachelor’s Degree in social science or related field or comparable experience – five years of extensive field experience developing, implementing, and monitoring programs for homeless families; supervision experience required. At least three years of experience in social services, ideally with homeless families, veterans, or similar populations. Proven managerial experience leading a diverse team, mentoring, training, coaching, and consistent communication with staff and external stakeholders. At least three years of management experience with program rule development, long‑term goals, evaluation, and budget preparation. Experience with LA County CalAIM program and local managed care plans preferred. Ability to synthesize information for creative solutions and drive results. Understanding of the Coordinated Entry System in Los Angeles County. Knowledge of issues facing homeless populations (housing insecurity, food insecurity, health conditions, mental health, substance abuse, domestic abuse, child welfare, undocumented status). Strong professional experience working with community/partner agencies. Mastery in relationship building, integrity, honesty, trust, inspiring staff and stakeholders. Excellent written, verbal, and public speaking skills. Basic knowledge of housing laws specific to Los Angeles/California. Ability to network, build relationships, and locate housing contacts. Proficient use of computers, office software, and database tracking. Strong advocacy skills and crisis resolution skills. Ability to work independently and in a team. Skills & Abilities

Proficient in case management software, HMIS, and Microsoft Office Suite. Strong leadership and team‑building skills. Empathy and non‑judgmental attitude toward vulnerable families. Ability to manage crisis situations effectively and calmly. Time‑management skills and ability to prioritize multiple tasks. Knowledge of trauma‑informed care. Mandatory Requirements

Reliable transportation. Updated tuberculosis test. Completed background screening. CPR/First Aid training. Valid CA Driver’s License. Proof of insurance coverage and qualification for UBH drivers’ insurance coverage. Responsibilities Common To All Agency Employees
