Position Overview The Project Controls Manager will oversee cost, schedule, and change management functions in direct support of the SFHP project at the Idaho National Laboratory (INL). This position plays a critical role in monitoring project performance, evaluating contractual changes, and supporting the preparation and resolution of Requests for Equitable Adjustment (REAs) and claims. The ideal candidate will bring extensive experience in earned value management (EVM), cost and schedule integration, and forensic analysis of change impacts, ensuring all project control activities align with DOE, NQA-1, and company requirements.
Key Responsibilities
Manage the overall Project Controls function, including cost engineering, planning/scheduling, forecasting, and change control.
Lead the evaluation and documentation of project changes, including potential and approved scope modifications, design changes, and field directives.
Support the Legal Counsel and Project Management teams in developing, quantifying, and justifying REAs, claims, and change orders.
Establish and maintain the Change Management Log and ensure timely cost and schedule impact assessments.
Perform cost and schedule variance analysis and identify trends affecting project performance.
Oversee development of earned value metrics, monthly progress reports, and estimate-to-complete (ETC) updates.
Collaborate with Engineering, Procurement, and Construction to ensure data accuracy for change evaluation and performance tracking.
Review and validate contractor cost and schedule submittals, including time-impact analyses and progress measurements.
Lead forensic schedule analysis for delay, disruption, and acceleration claims.
Prepare and present project performance summaries and management dashboards for client and executive reporting.
Ensure compliance with DOE reporting standards, EVMS requirements, and NQA-1 documentation control.
Support internal and external audits related to cost, schedule, and change management.
Mentor and develop junior project controls staff, promoting consistency in methodologies and data integrity.
Required Qualifications
Bachelor’s degree in Engineering, Construction Management, Finance, or related discipline
Minimum 8 years of experience in project controls, with at least 3 years in a managerial or lead role
Demonstrated experience managing cost, schedule, and change control for large-scale EPC or DOE projects
Strong understanding of earned value management (EVM) principles and implementation
Proven ability to prepare and evaluate REAs, claims, and change orders in collaboration with legal and technical teams
Proficiency with Primavera P6, cost management tools (EcoSys, Cobra, or similar), and advanced Excel/Power BI skills
Strong analytical and communication skills with the ability to translate technical data into executive-level summaries
Preferred Qualifications
Experience supporting federal contracts (FAR/DFARS) or DOE project frameworks
Familiarity with NQA-1, EVMS Certification, and DOE Order 413.3B project execution requirements
Expertise in forensic schedule and cost analysis, including time-impact evaluation (TIA) and delay quantification
Prior experience collaborating with Legal Counsel and Contract Administrators on claims and REAs
Professional certifications such as PSP (Planning & Scheduling Professional), CCP (Certified Cost Professional), or EVP (Earned Value Professional)
Strong working knowledge of Primavera Risk Analysis (Pertmaster) and Monte Carlo simulations for risk modeling

Ability to obtain and maintain a basic security clearance
Ability to travel (~55 miles) to the INL SFHP job site for field coordination and construction support
