Health Care Agency

is a dynamic organization dedicated to promoting optimal health for individuals, families, and community members. The Agency Director leads an executive team structured around five service areas – Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services, and Public Health Services.

Behavioral Health Services Division

provides culturally competent, client-centered services. It includes Adult & Older Adult, Children & Youth, Quality Management, Mental Health Services Act Office, Data Analytics & Evaluation, Crisis & Acute Care, Substance Use, and Forensics & Justice Involved.

Forensics and Justice Involved Division

oversees and evaluates mental health justice programs such as Collaborative Courts, Assisted Outpatient Treatment, and Conditional Release Program, among others.

Opportunity

– The immediate vacancy is within the Conditional Release Program (CONREP). Future vacancies may be in other divisions; we encourage qualified applicants to apply.

Responsibilities

Oversee legislatively mandated programs and provide courtroom testimony when needed, collaborating with County, State, and justice system stakeholders.

Manage multiple Department of State Hospitals (DSH) contracts and budgets.

Provide feedback to justice partners, supervise preparation of court reports, and contribute to new program development.

Oversee CONREP, SB317, and EASS, including structured treatment and community-based supervision for forensic patients.

Oversee placement evaluations for misdemeanor and felony IST individuals awaiting forensic inpatient psychiatric beds or jail-based treatment.

Additional Duties

Manage day-to-day operations of CONREP, SB317, and EASS programs.

Interface and consult regularly with DSH Operations.

Review court and liaison visit reports for superior courts and DSH.

Use clinical and forensic acumen to revoke individuals posing a public safety threat back to the state hospital system pursuant to PC 1610.

Manage the DSH budget.

Report appropriate data to the state as required by DSH.

Conduct or acquire appropriate forensic training for staff as needed.

Collaborate in treatment team meetings with placement agencies (CONREP clients, board and care, IMDs, state hospitals, STRPs).

Collaborate with forensic psychologists and psychiatrists on staff regarding risk assessment evaluations and integrate findings into treatment plans.

Maintain ongoing staff supervision.

Desired Qualifications and Core Competencies

Two (2) years of cumulative experience in mental health related forensic programs is desirable but not required.

Valid registration as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Registered Nurse (RN), or Licensed Psychologist is desirable for some positions but not required.

Interpret and implement health care laws, regulations, policies, and procedures.

Apply advanced legal reasoning to formulate policy recommendations.

Utilize judgment, data, and risk management skills for business decisions.

Understand and adapt to behavioral health challenges, trends, and current issues.

Identify department needs and develop program objectives, policies, and procedures, ensuring compliance and audit readiness.

Proficient in Microsoft Office (Word, Excel, Outlook).

Critical Thinking & Decision Making

Apply judgment, data, and risk management for business decisions and propose solutions in dynamic environments.

Manage programs within regulatory and budgetary guidelines, collaborating with program support and budget teams.

Leadership, Coaching & Developing Others

Develop, mentor, motivate, supervise, and evaluate staff performance.

Clarify performance expectations collaboratively with staff and recognize contributions.

Ensure staff have needed resources and a diverse workforce to meet objectives.

Align individual performance plans with BHS business strategies.

Partner with Human Resources to handle personnel issues.

Build effective working relationships inside and outside the organization, demonstrating inclusive leadership.

Oral Communication & Writing

Communicate effectively on sensitive issues with excellent judgment and diplomacy.

Produce clear, concise written documents, emails, project status reports, and briefs.

Minimum Qualifications

– Minimum qualifications can be found in the Health Services Manager classification documentation.
