The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. This presents the unique and exciting opportunity to celebrate our legacy with the Games and push the Olympic and Paralympic Movements forward, writing a new chapter of Games history in Los Angeles.

Senior Workforce Planning Manager Reporting to the Head of Workforce Planning, and part of the wider Games Prep and Delivery Team in People Management (PEM), you’ll shape how we plan, build, and grow our workforce to meet future business needs. The Senior Workforce Planning Manager partners across HR, Finance, and the wider business, using data and insights to ensure we have the right people, skills, and structure to deliver on scope across paid, volunteer, and contractor workforce types.

Key Responsibilities

Analyze workforce data to identify trends, risks, and opportunities.

Partner with leadership to assess talent requirements, gaps and surpluses to align to organizational scope deliverables.

Conduct supply and demand forecasting for talent across workforce types and for multiple functional areas.

Model and analyze workforce planning data to anticipate needs, inform decision‑making, and respond to organizational changes.

Build and model workforce scenarios to support business planning in line with scope and requirements (e.g., growth, restructuring, venue expansion and move to Games Time).

Partner with functional areas to develop contingency plans to address workforce and headcount budget risks.

Collaborate with HRBPs, Finance, Talent Acquisition, and business leaders to gather inputs and align planning efforts to a shared goal.

Communicate findings and recommendations clearly to senior stakeholders in a timely manner.

Leverage workforce planning tools, dashboards, and systems (e.g., Adaptive, Workday, Tableau, Chart Hop, Excel).

Ensure accuracy and usability of workforce data across systems and teams.

Produce regular and ad‑hoc reports on workforce metrics, trends, and scenarios to inform project planning and decision‑making.

Translate complex data into actionable business insights.

Drive change management and data integrity initiatives related to workforce optimization.

Lead or support cross‑functional strategic workforce planning initiatives and projects.

Background & Qualifications

7+ years of experience in workforce planning, HR analytics, or strategic talent management.

Proficiency in workforce planning and analytics tools (e.g., Adaptive, Workday, Tableau, Chart Hop, Excel).

Experience managing or supporting large‑scale organizational or workforce transformation initiatives in a multi‑sport environment is a plus.

Physical Requirements and Working Conditions

Primarily an office‑based role; duties may become more operational during Games Time.

Requires extended periods of computer use and sitting.

Travel may be required for cross‑site collaboration or strategic meetings, and at Games Time for delivery of operations.

Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.

Education

Bachelor’s degree in Human Resources, Business, Finance related field or equivalent work experience (Master’s preferred).

Expectations

Proven ability to use data and analytics to forecast workforce needs and drive strategic decisions.

Strong business acumen with experience partnering across HR, Finance, and business functions.

Excellent communication and presentation skills; able to translate complex insights into clear recommendations.

The annual base salary range for this position is $105,000–$140,000.

LA28 does not provide relocation assistance.
