Supervising Psychiatrist, Correctional Health Services
The Supervising Psychiatrist will lead psychiatric care across Correctional Health Services (CHS), overseeing clinical operations, staff, and treatment protocols at NYC jails.

In‑jail services include medical, nursing, mental health, substance use treatment, social work, dental and vision care, discharge planning, and reentry support. CHS leverages the resources of the largest municipal health care system to help discharged patients successfully return to their communities and plays a pivotal role in New York City’s criminal justice reform efforts.
Correctional Health Services Overview The New York City jail system is the second largest in the nation. A significant number of inmates receive care on the mental health service, which strives to provide safe, holistic, evidence‑based therapeutic interventions for a diverse range of mental health issues. Service modalities include specialty housing units for serious mental illness, a 24‑hour on‑call psychiatric service, robust creative‑arts programming, clinics in each facility, substance use treatment, medication‑assisted treatment (MAT), integrated re‑entry services, and partnerships with training institutions. CHS also works to identify neuro‑developmental and neuro‑cognitive disorders and to use psychological testing to connect patients to community services.
The Supervising Psychiatrist is a psychiatric leader for a facility, clinical area, or program. Working in close collaboration with the Mental Health Unit Chief, Clinical Supervisors, and Senior Psychiatrist (if applicable), the supervisor ensures safe, holistic, evidence‑based psychiatric care for incarcerated patients with varying levels of need. The role emphasizes training, recruiting, retaining high‑quality staff, and providing strong leadership and mentorship.
Detailed Tasks
Ensure the highest possible quality of mental health care in collaboration with other jail facilities. Actively participate in quality improvement, staff and patient safety initiatives, treatment supervision, and personnel mentorship.
In coordination with the facility‑specific Mental Health Unit Chief, design, implement, and monitor relevant clinical procedures, policies, and operating manuals.
Provide direct clinical individual and group supervision of psychiatric prescribing staff, including psychiatrists, psychiatric nurse practitioners, and physician assistants, through in‑vivo reviews and chart review.
Collaborate regularly with mental health, medical, nursing, operations departments, and the Department of Correction.
Ensure timely medication renewals.
Educate clinical staff on best practices and challenges specific to a jail setting (e.g., legal case influence, dual loyalty, medication diversion).
Maintain compliance with all regulatory standards.
Oversee orientation of new staff in collaboration with the Mental Health Unit Chief.
Conduct regular multidisciplinary case conferences.
Report as needed to the CHS Morbidity and Mortality review committee.
Collaborate on staffing schedules, vacation requests, CME activities, and related educational activities.
Participate in policy revision, creation, and practice guideline development, including input into the psychiatric medication formulary.
Lead at least monthly interdisciplinary mental health staff meetings in coordination with the Mental Health Unit Chief, Clinical Supervisor, and Senior Psychiatrist (if applicable).
Manage clinical staff personnel, setting quality standards, and establishing recruitment and retention strategies.
Devote at least 75 % of time to direct clinical care, including direct supervision of psychiatric trainees. Smaller facilities may require more direct patient care.
Serve on‑call two weeks at a time, once or twice per year, for off‑hours high‑level clinical intervention.
Perform other duties at the discretion of the Medical Director of Mental Health, Chief of Service, or Senior Psychiatrist.
Minimum Qualifications
Master’s degree from an accredited college or university in Healthcare Administration, Health Care Planning, Business Administration, Public Administration, or a related discipline, with seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance, or an appropriate functional discipline.
Bachelor’s degree from an accredited college or university in a related discipline, with eight (8) years of progressively responsible experience in the areas listed above.
Equivalent combination of education, training and/or experience is acceptable, but all candidates must have a minimum of a Bachelor’s degree in a relevant discipline.
Department Preferences
Excellent diagnostic and treatment skills with particular attention to psychopharmacology, safe medication administration, medical complications of mental illness, and therapeutic resistance.
Strong interpersonal communication skills and ability to collaborate with other disciplines, including DOC staff.
Strong leadership skills with ability to identify staff needs and provide mentorship and education.
Buprenorphine waiver training highly encouraged but not required.
