JOB SUMMARY Provides Management Assistance to Senior Vice President, Engineering, Planning and Facilities in overseeing the Engineering and Planning Department. Manages plans, assigns, directs, and coordinates the Authority's, Engineering and Planning Department to assure appropriate execution of project and master planning, airport engineering including design, construction, inspection, and grant administration and the environmental management programs except for the noise monitoring program. Responsible for oversight of Engineering and Planning staff, consultants, technical specialists, surveyors, contractors and others in the implementation of master plans, environmental programs, airport construction projects, airport maintenance programs and projects and Real Estate and properties work efforts. Work is performed under the supervision of the Senior Vice President, Engineering, Planning and Facilities, and requires independent judgment, discretion, initiative, supervisory ability and community outreach.

JOB RESPONSIBILITIES Essential Job Responsibilities: Supervises, directs, and evaluates Engineering and Planning personnel. Oversees the activities of the Engineering and Planning Departments ensuring compliance with all Airport policies, laws, and FAA regulations.

Directs the Engineering and Planning Department to formulate and implement policies. Coordinates each department’s activities with Airport tenants, federal, state and local agency liaisons.

Assists the Senior Vice President, Engineering, Planning and Facilities and makes recommendations when conferring with airline tenants, FAA, and FDOT regarding operational regulations and procedures.

Reviews and oversees annual budget requests for Engineering and Planning Department.

Confers with representatives of federal, state, and local agencies, commercial air carriers, private operators, and other users of Airport facilities regarding maintenance issues.

Participates in community relations activities including presentations and speeches to local organizations. Represents the Airport on various public and private committees and with government entities.

Prepares departments' short- and long-term goals and objectives and develops and recommends policies and resolutions for SMAA approval.

Establishes and coordinates a range of planning functions including master planning to identify airport development and expansion alternatives necessary to support an FAA/FDOT approved Airport Layout Plan.

Prepares applications for federal and state grants for financial applicability and financial assistance.

Establish objectives, work programs, and priorities.

Coordinates and oversees the development of policies, programs, procedures, standards, and schedules related to planning, engineering, and environmental functions.

Oversees consulting engineers and contractors for building Airport facilities. Assures all construction is performed according to federal, state, and local laws, FAA regulations, and Airport policies.

Plans, formulates, coordinates, and implements environmental projects and policies to insure full compliance with all local, state, and federal laws.

Develop pollution prevention programs designed to reduce the authority's exposure to future liability.

Inspects work during and after completion for quality and timeframe adherence. Reviews and ensures work is performed in compliance with specifications and/or plans.

Reviews bids and specifications submitted for Airport construction projects. Recommends the selection of consulting engineers and contractors to the Senior Vice President, Engineering, Planning and Facilities. Conducts minor feasibility studies.

Recommends various short-, medium-, and long-term plans for Airport development, capital improvement, and expansion programs. Monitors the implementation and maintenance of the approved schedule.

Serves as environmental affairs adviser to management by keeping abreast of new laws and regulations, developing, and interpreting regulations, and recommending procedures and practices for implementation.

Develops the division budget, approves expenditure of budgeted funds, and monitors adherence to budget allocations.

Develops the division comprehensive projects list and schedules to identify key miles stones, contract terms and Project Manager project assignments. Monitors adherence to budget and contractual schedule dates.

Serves as project manager/resident engineer responsible for the accomplishment of designated engineering-related and construction projects undertaken at the Sarasota Bradenton International Airport.

Approves consulting engineers’ and contractors’ progress and final payments. Designs programs to reduce costs.

MATERIALS AND EQUIPMENT USED: Computer, radio, office machines, and calculator.

MINIMUM QUALIFICATIONS REQUIRED: Where "preferred" is indicated, the qualification is not essential.

Education and Experience: Bachelor's Degree in Engineering, Environmental Science, Urban Planning or other related field.

Five (5) years of Planning, Engineering, and Environmental airport experience to include at least three (3) years in a supervisory capacity.

Licenses and Certifications: Valid Florida Driver’s License or must obtain within ninety (90) days of assuming position.

Professional Engineer, P.E. Required

American Institute of Certified Planners, AICP

-Member and Certification, Preferred

American Association of Airport Executives, AAAE

-Certified Member, Preferred

-Accredited Airport Executive, AAE Program, Preferred.

Knowledge, Skills, and Abilities: Knowledge of the principles, practices, and methods of airport planning.

Knowledge of the principles and practices of civil and structural engineering.

Knowledge of environmental principles, procedures, practices, and laws.

Knowledge of federal, state, and local environmental and aviation agencies and their respective regulations.

Knowledge of project planning and scheduling.

Knowledge of heavy industrial construction and construction management methods and techniques.

Knowledge of, and ability to understand, interpret and apply pertinent provisions of federal, state, local, FAA, and other agency regulations and ordinances.

Knowledge of the procedures for obtaining federal funding through the Airport Improvement Program and use of Passenger Facility Charges.

Knowledge of the design and layout of airport facilities.

Knowledge of airport and aircraft operations and the aviation industry.

Public speaking skills.

Personnel supervisory and management skills including interviewing skills and ability to conduct performance evaluation.

Ability to draft technical policies, procedures, reports, forms, letters, memorandum and seal as the Engineer of record on projects were applicable to satisfy local, state and federal compliance.

Ability to communicate clearly and effectively, both oral and written.

Ability to plan, organize, train and assign duties to subordinates.

Ability to prioritize and manage multiple projects simultaneously.

Ability to establish, and maintain effective working relationships with executives, officials, employees, and the public.

Physical Requirements: The Director of Engineering and Planning must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy.

Mental Requirements: As a Director of Engineering and Planning, the employee must have the mental capacity to provide support to all departments; must be capable of successfully interacting with employees, outside agencies and the general public; develop and maintain effective working relationships with superiors, fellow employees, outside agencies and the general public and have the mental capacity to provide support to the President, Chief Executive Officer.

Environmental Requirements: The Senior Vice President, Engineering, Planning and Facilities generally works in an office environment. And is expected to work as necessary to complete airport initiatives to meet approved deadlines.
