Background Purpose:

Provide a selected number of Asia UNICEF country offices with technical and operational support on the use of cash‑based assistance modalities in fragile and humanitarian contexts.

Scope of Work

Collaborate with the HOPE team lead and field support beneficiaries to support the global HOPE rollout and regular use at country office level.

Implement UNICEF’s global capacity‑building strategy for cash‑based assistance for staff and partners, including governments.

Conduct in‑country field support missions (up to 4 weeks) and provide remote support, including technical and operational assessments, preparedness activities, design of cash programmes across sectors, risk matrix development, quality assurance, SOPs for payment processes, monitoring, and regular updates.

Advise country offices on the choice of delivery systems and liaise with the Poverty Center of Excellence Shock Responsive Social Protection focal points.

Support COs in establishing robust monitoring and verification systems for cash‑based assistance programmes.

Gather data, produce analysis, and document best‑practice lessons for global and regional cash‑based evidence efforts and advocacy.

Participate in global cash hub meetings and collaborate with Asia‑based CoE sectoral staff.

Terms of Reference / Key Deliverables

In‑country or remote operational and technical support.

At least 3 mission reports with technical recommendations (by 31 Dec 2026).

Regular quality assurance tasks for selected offices.

At least 5 SoPs on payment processes and 5 monitoring frameworks (by 31 Dec 2026).

Support HOPE rollout and at least 2 mission reports with recommendations (by 31 Dec 2026).

Facilitate at least 2 trainings and contribute to 4 evidence pieces (by 31 Dec 2026).

Qualifications Education:

Master’s degree in economics, social science, database management, data analytics or a related field (required). Bachelor’s degree plus industry certifications and two additional years of experience may be considered in lieu of a Master’s.

Knowledge & Expertise (required):

Minimum 8 years of professional experience at national and international levels supporting humanitarian responses, including at least 5 years dedicated to cash‑based assistance in diverse humanitarian settings.

Desired:

Proven experience managing interdisciplinary teams.

In‑depth experience in UN and interagency negotiation and decision‑making processes.

Prior experience with UNICEF.

Knowledge of complex emergencies and humanitarian settings.

Direct technical assistance on humanitarian cash transfers to UN agencies, NGOs, governments.

Programme planning, implementation, monitoring and evaluation of cash transfer programmes.

Collaboration across functions and with operational experts.

Project/programme coordination with multiple stakeholders.

Excellent communication and presentation skills across diverse audiences.

Professional fees will be paid upon delivery of satisfactory deliverables; UNICEF reserves the right to withhold payment if deliverables are unsatisfactory or delayed.

U.S. Visa Information Except for US citizens, G4 Visa holders and Green Card holders, candidates residing in the United States under a different visa must change status to G4. Spouses require an Employment Authorization Card (EAD) to work under the G4 program.

Remarks Consultants are not considered staff members under UN regulations and are not entitled to staff benefits. They are responsible for their tax liabilities and for ensuring valid visa and health insurance for the entire contract period.
