Threat Finance Analyst - Mid
Cherokee Federal – a division of Cherokee Nation Businesses – invites applicants for the Threat Finance Analyst (Mid‑Level) position to support the Defense Intelligence Agency (DIA). This role requires an active TS/SCI clearance and the ability to obtain a Counterintelligence polygraph.
Compensation & Benefits Estimated salary range: $115,000 – $128,000. Pay commensurate with experience. Full‑time benefits include medical, dental, vision, 401(k) and other possible benefits as provided. Benefits are subject to change with or without notice.
Responsibilities
Conduct all‑source forensic accounting analysis and production, fusing financial/transactional data from formal banking systems, financial reports and other reporting layers.
Analyze specific foreign financial activities, including threat financiers, facilitators, and financial networks/operations associated with terrorism, CD, narco‑terrorism, counterintelligence, insurgency, proliferation, and operational activity threatening U.S. national security.
Aggregate and fuse multi‑modal transactional data and identity.
Map and analyze financial data from formal banking systems, financial reports, and informal transfer means.
Prepare and integrate financial data from all sources, including SIGINT intercepts, HUMINT, FISA search warrants and subpoenas, DOMEX, and shared data such as Bank Secrecy Act, Suspicious Activities Reports and informal systems.
Understand payment relationships, revenue‑generation, and money‑laundering methods.
Apply statistical techniques – flows analysis, visualization, and geospatial analysis tools – to bulk and raw transactional data.
Apply pattern analysis to large data sets.
Apply intelligence collection requirements, essential elements of information, priority intelligence requirements, and search terms to DOMEX triage processes.
Apply data engineering to interface with structured data and data‑forensics tools.
Perform other job‑related duties as assigned.
Experience, Education, Skills, Abilities
Active TS/SCI with ability to obtain a Counterintelligence polygraph.
Minimum of 8 years of relevant experience desired.
Working knowledge of the concepts involved in Threat Finance Analyst functions.
Knowledge and ability to apply IC and DoD classification guidelines and procedures.
Logical evaluation and synthesis of multiple information sources.
Interpret analysis and articulate its meaning, importance, and implications.
Defend analytic judgments with sound conclusions and adapt them to new information.
Produce timely, logical, concise analytic reports in formats such as Microsoft Office tools, electronic/soft‑copy matrices and/or web‑enabled formats.
Exceptional verbal and non‑verbal communication skills; able to work independently with minimal oversight.
Proficient in Microsoft Office tools.
Experience developing structured research within security and data protocols.
Recognize nuances and resolve contradictions and inconsistencies.
Apply complex analytic methodologies, such as structured analytic techniques, to examine biases, assumptions, and theories.
Understand intelligence collection capabilities and limitations, including sensors, platforms, and human intelligence sources.
Evaluate collected intelligence reporting and collaborate with collection managers.
Comprehensive mission knowledge and skills affirming completion of all developmental training for the role.
Communicate understanding from incomplete or technically advanced information.
Structure analysis based on trends and a range of analytic perspectives.
Collaborate with IC members on data sharing, driving collection, and resolving analytic disputes.
Develop concise, insightful, comprehensive products for defense intelligence.
Lead teams in researching multifaceted or critical problems.
