The City of Conway is accepting applications for a Public Safety Systems Technician position working in the Conway Emergency Operations Center (CEOC). This position is responsible for the day‑to‑day administration, maintenance, and technical support of the City’s L3 Harris P25 Phase II Public Safety Trunked Radio System, outdoor warning siren network, and associated infrastructure. The Public Safety Systems Technician plays a critical role in ensuring reliable, secure, and interoperable voice and alerting communications for law enforcement, fire, EMS, and other public‑safety users throughout the county.

Administer and maintain the L3 Harris P25 Phase II trunked radio system, including repeaters, controllers, dispatch consoles, network equipment, and site hardware.

Oversee and maintain the city’s outdoor warning siren system, including controllers, communication links, and activation interfaces.

Perform preventive maintenance, diagnostics, and post‑activation testing on siren and radio systems.

Program, configure, and test subscriber units (portable, mobile, and control‑station radios) from multiple vendors.

Monitor system performance and resolve coverage, interference, and hardware/software issues.

Manage encryption key distribution (OTAR) and over‑the‑air programming (OTAP) processes.

Maintain accurate system documentation, frequency plans, and radio/siren inventories.

Perform routine maintenance on tower sites, antennas, combiners, and related RF infrastructure.

Collaborate with vendors, engineers, IT, and public‑safety partners to ensure optimal system performance and coordinate upgrades.

Provide training and technical support to public‑safety personnel.

Participate in after‑hours and emergency on‑call rotations.

Support CEOC systems such as CAD, 911, and network infrastructure as needed.

Ensure compliance with FCC regulations, APCO standards, and agency policies.

Requirements

Associate degree in electronics, telecommunications, or IT — or equivalent technical training or hands‑on experience in public‑safety or communications systems.

Experience maintaining or troubleshooting P25 or similar RF or mission‑critical communication systems.

Familiarity with subscriber programming for multiple vendors (L3 Harris, Motorola, JVC/Kenwood).

Working knowledge of RF principles, antenna systems, and IP networking.

Willingness to obtain specialized training and certifications in system administration, OTAR, and OTAP.

Ability to read and interpret technical documentation and FCC licensing materials.

Valid driver’s license and ability to travel to tower and siren sites.

Must pass a criminal background check and maintain CJIS compliance.

Preferred Qualifications

L3 Harris P25 system administration training and/or vendor certifications.

Motorola CPS programming experience.

Experience with microwave backhaul systems and site grounding standards.

Experience with outdoor warning siren systems (such as NexGen by American Signal).

Familiarity with APCO P25 standards, ISSI/CSSI interoperability, and multi‑vendor radio integration.

Work occurs in office, dispatch, shop, and outdoor tower‑site settings. The position may require lifting up to 100 lbs., climbing, and working in extreme weather or RF environments. After‑hours callouts and extended hours during emergencies may be required.
