Job Summary This position is responsible for administering the City’s registration and licensing programs, including rental registration, shared housing licensing, vacation rental licensing, and vacant building registrations. Maintains accurate records for properties registered with the City. Strong organizational and customer service skills are required.

Essential Functions of Work

Administers the City’s residential rental registration program, including annual invoicing, payment processing, information updates, and verifying accuracy of information.

Administers the City’s vacant building registry, including processing registration applications, verifying submitted documents, and scheduling inspections.

Administers the City’s vacation rental licensing program, including utilizing software to monitor unlicensed units, processing applications, verifying submitted documents, scheduling inspections, and preparing memos/reports for City Council review.

Administers the City’s shared housing licensing program, including processing applications, verifying submitted documents, and scheduling inspections.

Coordinates with Permit Services to ensure new rental properties are registered/licensed before issuance of FCO.

Records and releases property maintenance liens in collaboration with the Law department.

Coordinates with management to implement efficient business processes as they relate to the City’s registration and licensing programs.

Provides customer support by phone, email, and in-person.

Responds to 311 requests.

Processes Freedom of Information Act requests.

Provides technical assistance to residents and City staff with the software utilized in processing registrations and licenses.

Performs other duties as required or assigned.

Minimum Requirements of Work

Must possess a high school diploma or GED.

Must possess a minimum of 5 years of work experience in customer service, clerical, database maintenance, program administration, or other related fields.

Knowledge, Skills, and Abilities

Excellent organizational and project management skills.

Excellent oral, written, and interpersonal communication skills.

Self‑motivated, disciplined, organized, and reliable.

Proficiency with basic mathematical concepts, including fractions, ratios, geometry, and algebra.

Experience providing customer support to people of varying backgrounds.

Experience troubleshooting and resolving issues related to software applications.

Experience with Civic Platform or similar ERP software preferred.

Ability to work with and relate to a diverse group of residents and internal and external customers from varying socioeconomic and ethnic backgrounds.

Ability to understand and implement department policies and procedures.

Proficiency with PC computers and software programs, including Microsoft Office and/or Google Suite, PDF editing software, and basic database programs.

Physical Requirements of Work The ability to work in a primarily sedentary position, with the ability to occasionally use force to exert up to 10 pounds.

Supervision Work is performed under the direction of the Property Maintenance Supervisor, who outlines work assignments, reviews in-progress and completed work, and sets priorities. Works closely with other City staff. Work is evaluated at least annually with respect to progress toward achieving goals, leadership, communication skills, customer service, and ability to work productively and effectively with employees at all levels in the organization and the general public.

Public Contact The employee has regular and frequent contact with City employees, property owners, agents, tenants, contractors, developers, residents, and groups.

Selection Method Structured Oral Interview. Eligible list: Life of Eligibility List. Opportunities: Two (2) years.

Compensation $41.69 - $53.58 per hour. Starting salary depends upon qualifications, typically no higher than the midpoint for the range.
