Job Description Summary
Performs a variety of highly complex professional accounting and financial reporting duties to ensure compliance with governmental accounting standards, financial policies and internal controls. Primary focus is on the monthly financial close process, which includes balance sheet reconciliations, general ledger detail reviews, and financial reporting, in addition to being primary in one or more of the following major focus areas: general ledger accounting, cash and investment management, debt management, capital assets, grant accounting, project accounting, and revenue / expenditure management. This position is also responsible for preparing audit schedules and supplemental information for the City’s annual comprehensive financial report (ACFR). The successful candidate must be able to work with considerable independence and successfully complete finance and accounting projects of a difficult and complex nature, in addition to completing normal routine accounting assignments.
The ideal candidate is a seasoned financial professional with a minimum of five years of comprehensive experience in municipal accounting, including hands‑on expertise within the past 12 months with proficiency in double‑entry bookkeeping and trial balance integrity, excellent analytical and critical thinking, self‑starter who thrives in a deadline‑driven environment, collaborative mindset with cross‑functional department experience and ready to perform lower‑level accounting tasks when needed to ensure the integrity of the City’s financial operations. Essential Functions
Provides leadership to Finance team members, including guidance on new technology and customer service.
Manages and monitors work of other accounting positions, reviews and approves transactions before posting and financial reports before distribution.
Prepares audit schedules, financial statements, notes disclosures, budget and statistical schedules for the ACFR.
Identifies and implements applicable GASB pronouncements and other standards; ensures recurring transactions are recorded appropriately and researches treatments for irregular transactions.
Manages lease agreements, development agreements, grants, promissory notes, contracts and other legal documents to ensure accurate recording of assets, liabilities, revenues and expenditures.
Performs complex monthly balance sheet reconciliations to ensure all assets and liabilities reconcile to statements, subsidiary ledgers, or aging reports.
Reconciles and records investment activity, state shared revenues, property tax revenues, franchise fees and other revenues; processes reclassifications and adjusting entries as required.
Analyzes grant revenues and related reimbursable expenditures; prepares federal awards schedule and supports annual single audit of federally‑funded programs.
Reviews, reconciles and analyzes capitalization transactions; prepares fixed asset roll‑forward schedules and ensures timely recording of acquisitions and disposals.
Maintains debt schedules, processes payments according to amortization schedules, monitors compliance with debt agreements and ensures payments factor into cash forecasts.
Partners with each department to assist in managing the financial/chart of account mapping and configuration of each system to ensure revenues recorded in the general ledger reconcile with each platform.
Analyses and develops policies and procedures to ensure effective internal controls over recording and reporting of financial information.
Oversees financial accounting software, databases and other ERP tools; ensures systems are fully leveraged, manages user roles and security, and coordinates testing of upgrades.
Develops and delivers training regarding financial concepts, policies, procedures and systems.
Performs other duties as assigned.
Requirements
Formal Education: Bachelor’s degree or equivalent.
Experience: Minimum five years in a related field.
Certifications: None required.
Knowledge: Ability to read and interpret authoritative accounting literature, grant and legal documents at a college level.
Math: Ability to perform general math calculations and create moderately complex formulas.
Writing: Ability to write clearly and concisely to Council Members, City management, staff and others.
Managerial: Leadership experience overseeing work quality, training, instructing and scheduling.
Budget Responsibility: Significant – supports budget preparation, monitors expenditures and may recommend allocations.
Policy/Decision Making: Significant – applies standard procedures, reviews decisions with significant impact.
Technical Skills: Broad application knowledge with analytical judgment in the organization’s environment.
Interpersonal/Human Relations: Moderate – provides advice to others and persuades to gain cooperation.
12‑Month Objectives
Develop strong professional relationships with the Finance team and provide leadership during the implementation of the Finance Department Strategic Plan.
Become a super‑user in key finance and accounting software tools, including Tyler MUNIS, Tyler Cashiering, Debtbook, RapidHost, Accela and others.
Achieve proficiency in daily operational tasks such as month‑end close, cash postings, bank reconciliations, grant management and OPEB/CFD administration.
Complete comprehensive capital asset and inventory reconciliations quarterly, ensuring GASB compliance.
Coordinate with departments to verify 100% of capital asset additions and disposals are documented within 30 days.
Contribute to the development of the Annual Comprehensive Financial Report (ACFR) and other compliance reports.
