Mission Statement The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services.
Employment Benefits The PHA offers a generous employee benefits package, including paid vacation and sick leave, eleven paid designated holidays and two paid floating holidays; health and dental insurance coverage; and an employer pension contribution equal to 7% of employee's salary (employee contributes 5%). Position Summary Incumbents are responsible for performing property management duties to include lease enforcement; maintaining all required records and reports.
Responsibilities
Perform property management duties in PHA-owned properties to maximize occupancy rates and resident satisfaction, control expenses, re-rent vacant units quickly, assist with cleaning and repair after vacate, conduct vacate inspections, market vacant units, conduct lease signing, facilitate resident transfers, explain rent calculations, negotiate security deposits, perform inspections, respond to household income changes, initiate resident transfers, request repairs, respond to building and community emergencies, recommend capital improvements.
Maintain compliance with PHA, HUD and Fair Housing regulations; make appropriate referrals to Human Services staff.
Perform lease enforcement duties: maximize resident awareness of regulations and lease obligations, orient new residents to PHA lease obligations, monitor compliance, notify residents of violations, prepare lease termination notices, submit for legal review, testify at court and grievance hearings.
Resolve conflicts among residents, with neighboring property owners, service providers, and staff; work with Resident Councils.
Motivate residents toward self-sufficiency and participation in programs that promote independence.
Coordinate and work with other divisions within Resident Services and all other departments within the PHA; participate in inter-departmental work groups, planning major renovations, assure resident needs addressed during construction.
Maintain required records and reports, including property checklists and damage reports.
Maximize PHA operating income through collection efforts and proper implementation of HUD regulations regarding rent and other charges; assist with rental re-determinations, document collection actions, negotiate repayment agreements, collect outstanding balances.
Participate in departmental meetings, resident concerns, community affairs such as crime prevention.
Assume responsibility for the Housing Unit in absence of the Housing Manager.
Minimize safety and security risks; recommend actions and training needs.
Abide by all Board-approved policies, anti-discrimination, executive communications, administrative procedures, safety procedures.
Travel to various PHA sites and other locations as required.
Perform other duties of similar nature or level.
Knowledge
Property management practices.
HUD rules and regulations.
Laws governing rental property and tenants’ rights.
Various community organizations and support services.
Federal and State laws regarding reasonable accommodations of disabilities and EEO requirements.
Cultural differences.
Must be able to read, write, and speak English.

Required Qualifications
Education: BA degree in Housing, Public Administration, Business Administration or 4 years of vocational and advanced vocational education in a relevant field.
Experience: One year relevant experience at the B Band level or above in housing, real‑estate management or related field. Additional relevant experience can substitute for education on a year-for-year basis.
Preferred Qualifications
Education: Relevant graduate degree. Public Housing Manager Certification.
Experience: Two years or more of relevant experience at the B Band level or above, demonstrated experience working with ethnically, culturally and economically diverse populations.
Supervisory: Some positions may prefer supervisory or lead worker experience.
Licensing Requirements
Must have a valid Driver’s License and vehicle.
