The human resources business partner (HRBP) position is responsible for aligning human resource (HR) services with employees and management in designated City departments, including: civil service testing, recruitment and selection, classification and compensation, employee relations, employee and organizational development; and other assigned work. The position serves as a liaison to department management on human resource-related issues. The role assesses and anticipates HR-related needs by communicating proactively with assigned departments. The position formulates partnerships across HR functions to deliver value-added service to management and employees that reflects the goals and objectives of the City. The HRBP maintains an effective level of understanding of assigned departments' operations, culture, goals and objectives. Current PHR, SHRM-CP, SPHR, SHRM-SCP certification preferred or ability to obtain the same within 12 months of employment. Candidates must pass a post-employment offer physical examination and drug screen. Possession of a valid Iowa driver’s license or evidence of equivalent mobility. Key responsibilities include: Providing HR policy guidance and interpretation. Guiding on employee relations issues. Promoting equal employment opportunities and employee health and safety practices. Providing performance management guidance to supervisors and managers. Managing recruitment and selection processes, including writing job advertisements, evaluating applications, and conducting background checks. Performing job analysis and evaluation to determine essential functions and develop job specifications and exams. Maintaining classification systems through studies and recommendations. Responding to unemployment claims and hearings. Supporting workers' compensation, evaluations, promotions, terminations, disciplinary issues, and employee counseling. Administering FMLA for assigned departments. Training staff on departmental tasks. Communicating work progress and suggesting improvements. Participating in meetings, conferences, and training to stay current in the field. Responding courteously to citizens’ questions and comments. Coordinating interdepartmental operations and activities. Developing and recommending employee-related policies. Performing other duties as related to the role and function.
