For the Upstate Regional Production Group (RPG-4). Assist with the development and management of projects and programs (GPATS MPO, C-Program, Enhancements) and other projects within the RPG including assisting with the STIP processes, project scoping meetings, P2S request preparation, coordination and support of environmental process, coordination of design and plan development, right-of-way acquisition support, development and implementation of public involvement process, and construction support.

Assist in the monitoring of project and program funding, budgets, and expenditures to assure compliancewith budget. Develop and implements strategies to contain cost for the projects and programs. UtilizesP2S to make any necessary funding adjustments.

Assists with project scheduling and assure compliance with schedules to deliver projects and programs ina timely manner. Provides monthly status reports and updates on projects and progress as requiredincluding the updating of data management and reporting systems.

Assists with in the development of consultant contracts including developing scope and fee estimates. Also assists in the execution of participation agreements and intergovernmental agreements.

Assists in coordinating and conducting public meetings as required. Develops and implements plans forprojects. Represents SCDOT through presentation to government bodies, MPOs, CTCs, civic groups, etc.as needed. Communicate effectively with MPO staff, CTC officials, elected and public officials, andmedia regarding projects and programs. Works with members of public to explain design issues asrequested.

Prepares correspondence and CTS responses to written verbal communications related to assigned programs, projects, or geographic areas. Prepares any project and award notifications for the CTCs. Performs other related duties as assigned. A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
