Project Overview Bechtel is expanding its relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities for a multi‑billion‑dollar upgrade/expansion of existing petrochemical facilities in India. The services will be led out of India with personnel deployed in Mumbai region, project sites, and key contractor locations. The EPCM Services for OSBL will be led out of Bechtel’s India offices.
Job Summary The Lead Welding Field Engineer is responsible for the organization and activities related to construction engineering, subcontracts, and engineering liaison to the design functional group. The role interprets design drawings and specifications, supervises field verification of materials, and provides technical direction to contractors in construction engineering and design functions relating to welding field engineering.
Major Responsibilities
Aid the development of the construction engineering organization for approval by the Site Manager and prepare employee requisitions.
Coordinate with engineering on constructability and design issues and monitor interfacing between the construction automation plan and the project controls program at the jobsite.
Establish a Design/Field Engineering working relationship and lines of communication with the Project Field Engineer/Area Field Engineer, including agreement on engineering deliverables.
Responsible for quantity take‑off, control, reporting and forecasting, and ensure the implementation of project environmental control plan(s) as required.
Aid design of temporary construction facilities, prepare cost estimates for construction activities, and coordinate preparation of cost reports, forecasts and progress reports. Review and provide input to project controls documents on progress relating to cost, schedule, material receiving reports and warehousing to assure delivery of correct materials. Develop project construction procedures.
Plan and recommend procedures to implementation by construction contractors to ensure operations are within engineering design and specification requirements.
Maintain construction engineering records for job history.
Supervise the receiving, distribution and filing of plans and specifications.
Work with customer’s resident engineering and operating personnel to coordinate construction activities.
Implement controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment.
Coordinate with the Area Field Engineer/Project Field Engineer for contract administration activities.
Perform employee reviews for subordinate personnel, assist in their development, and ensure they receive progressive training. Provide input to the project staffing plan for construction engineers and associated personnel.
Education and Experience Requirements
Bachelor’s degree (or international equivalent) and 10‑13 years of relevant experience, or 14‑17 years of relevant work experience.
Required Knowledge and Skills
Technical knowledge of all phases of welding technology, relating to a single or multiple areas.
Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
Experience in inspection and certifying welding installation by contractors; knowledge of different types of welding and non‑destructive testing.
Experience in brown field works & pre‑assemblies, knowledge of Indian standards and specifications and codes, safety procedures and practices.
Knowledge of approving welders’ tests for craft professionals.
Familiarity with Bechtel’s Business Ethics Handbook and policies.
Knowledge of the project environmental compliance requirements; understanding of Bechtel’s “Zero Accidents” safety program.
Knowledge of subcontract usage and contractor responsibilities; prior experience supervising and administering subcontractors.
