The Union County Engineer is seeking a skilled and motivated Assistant Chief Building Official/Building Inspector 3 to help lead the Building Department team and assist in overseeing daily operations. Leadership skills and integrity are essential in guiding inspection staff and upholding building codes and standards that protect the public and enhance the growth and development of our county.

Overview Under general direction, building inspectors perform specialized work associated with ensuring that buildings, structures, premises, plumbing, electrical, and mechanical systems meet applicable building codes standards for protection of life, safety, and welfare of the general public, contractors and occupants. The Assistant Chief Building Official/Building Inspector 3 acts in the place of the Chief Building Official in the administration of the Building Department and enforcement of OBC and RCO.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy.

Building Official Certifications; Residential Building Official Certifications; and either Class 3 Building Inspector Certifications OR Electrical Safety Inspector Certification.

Equipment Operated Modern office equipment (e.g., computer, telephone, calculator, copier, file drawers, etc.); motor vehicle; man lifts; hand tools; gas detector.

Inherently Hazardous or Physically Demanding Working Conditions Works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in an area in which the means of egress is or can be obstructed; works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, fire trucks).; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85 db; is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminants; is exposed to possible injury due to unclean or unsanitary conditions; is exposed to possible injury as a result of electrical shock; is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury from explosions; is exposed to possible injury as a result of falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life threatening situations; has exposure to hot, cold, wet, humid or windy weather conditions; has exposure to extreme non-weather related heat or cold; has exposure to hazardous driving conditions; works rotation shift; has exposure to second‑hand smoke.

Note In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

Responsibilities

Acts in the place of the Chief Building Official in their absence in the administration of the Building Department and enforcement of OBC and RCO; inspects commercial and residential construction for compliance with all applicable codes and locally adopted laws (e.g., building, electrical, HVAC, fire alarm, fire suppression, and structural inspections); issues certificates of occupancy and correction requests; follows up on inactive permits and documents the status of the work to the Chief Building Official; assists in the preparation of reports and training offered to builders; may represent department in Board of Building Appeals Hearings at the direction of the Chief Building Official.

Supervises, directs, and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals; maintains standards through the effective coordination of activities; provides recommendations concerning new hires, transfers, promotions, disciplinary action, discharge, and salary administration.

Reviews 1, 2 and 3 family plans for compliance with all applicable codes and locally adopted laws; consults with builders, owners, architects, engineers, Building Official, Building Inspectors, zoning officials, utility companies and members of the public regarding code issues; interprets plans, codes and laws liberally; may view houses with owners or design professionals to make decisions regarding plan submittals and code compliance issues; investigates complaints for work performed without permits; uses plan review checklist to issue plan approval or correction letters; works closely with inspectors and the Chief Building Official to keep them informed of project approval status and to answer questions about the approved plans.

Communicates verbally and in writing to explain complex code requirements to builders, owners, design professionals, Building Official, Building Inspectors, and members of the public; operates computer equipment to generate letters, approval forms, calculate fees and to issue permits; organizes and streamlines the permit process for applicants.

Keeps track of CEU’s for maintaining required certificaitons; maintains active involvement in code organizations to represent the department; prepares and presents public presentations on code and electrical safety issues.

Maintains required licensures and certification.

Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

Demonstrates regular and predictable attendance.
