Senior Mainframe Developer
Location: Raleigh, NC (Hybrid – Local candidates strongly preferred)
Duration: 13 Months (Contract)

Position Overview Our client is seeking a Senior Mainframe Developer to provide technical support and leadership for multiple legacy Child Welfare applications. The selected candidate will work with mission‑critical mainframe systems including the Child Placement and Payment System (CPPS) and Central Registry applications, supporting daily operations, maintenance, and data conversion efforts. This role involves hands‑on mainframe programming, system enhancements, production support, and close collaboration with business and technical teams in a hybrid work environment.
Key Responsibilities
Lead data conversion initiatives and implement application enhancements based on business requirements.
Provide production support for mission‑critical applications using COBOL, CICS, DB2, JCL, VSAM, and related mainframe tools.
Conduct senior‑level business and systems analysis, modeling, and design for legacy mainframe systems.
Estimate efforts, plan system modifications and enhancements, and ensure technical activities align with project timelines and deliverables.
Develop and maintain stored procedures, batch jobs, and database utilities in a z/OS environment.
Troubleshoot and debug application issues using tools such as XPEDITOR, QMF, SPUFI, and CA‑Intertest.
Collaborate with cross‑functional teams to ensure seamless integration and data accuracy across systems.
Participate in on‑call support rotations for nightly batch processes (including some weekends).
Provide regular status reports, time tracking, and documentation in accordance with state and departmental standards.
Required Skills & Experience
10+ years of experience in software development and debugging using COBOL, CICS, JCL, DB2, TSO, and VSAM.
7+ years of experience with DB2 (z/OS), including SQL, stored procedures, and performance tuning.
7+ years of experience using Endevor or similar source code management tools.
5+ years of experience with QMF, SPUFI, and FILEAID/CA tools.
5+ years of experience using debugging tools like XPEDITOR or CA‑Intertest.
5+ years of experience with job scheduling tools (e.g., ZEKE/ZEBB) and reporting tools (e.g., X/PTR).
Experience working in structured development methodologies (Agile preferred, Waterfall acceptable).
Strong background in gathering business requirements, developing test cases, and performing unit/system testing.
Excellent written and verbal communication skills with proficiency in Microsoft Word, Excel, and PowerPoint.
Proven ability to build effective client relationships and translate technical information for non‑technical audiences.
Preferred Skills
Experience with CA‑Easytrieve/Plus.
Familiarity with child welfare or government program systems.
Education Bachelor’s Degree in Computer Science, Information Systems, or related field (or equivalent professional experience).
