Non-Competitive Qualifications for appointment under the NYHELPS Program
Assistant Attorney 1: Law school graduation and/or eligibility for the NYS Bar Admission.
Assistant Attorney 2: Admission to the NYS Bar.
Assistant Attorney 3: One year as Assistant Attorney 2 or admission to the NYS Bar and one year of subsequent professional legal experience.
Senior Attorney: Admission to the NYS bar and two years of post-licensure professional legal experience.
Competitive Minimum Qualifications 70.1 Transfer For a 70.1 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 23 or above.
52.6 Transfer For a 52.6 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 23 or above and must have 1 year as an Assistant Attorney 3 OR admission to the New York State Bar AND 2 years of subsequent satisfactory legal experience.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
The position may be filled at the Assistant Attorney 1 equated to SG-18 ($66,951), Assistant Attorney 2 equated to SG-20 ($74,193), or Assistant Attorney 3 SG-22 ($82,326) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. Candidates hired at the trainee level will be advanced to the full performance Senior Attorney SG-25 ($121,413) following successful completion of the traineeship.
