Under executive direction, the purpose of the position is to assist with highly responsible administrative, operational, and supervisory work involving the overall management of the Fire Rescue and Emergency Medical Services (EMS) Department. This includes, but is not limited to, fire suppression, emergency medical services, codes and fire prevention, training, and support services such as budget, finance, payroll, fleet, etc. Employees in this classification perform in an entry executive capacity in two (2) distinct disciplines (Operations and Administration) to ensure county welfare and growth are considered when developing and implementing departmental goals and objectives. The position supports the Fire Chief in maximizing effective operations that prevent and minimize injury and/or loss of life and property during emergency fire and medical response situations. Duties may include fire suppression, on-scene command, EMS, training and safety practices, fire prevention, administrative supervision, fire communications liaison, fire code enforcement, disciplinary procedures, maintenance supervision, supply logistics, research, capital projects, specification writing, and department computer operations. When held by non-fire certified personnel, the title Deputy Director applies. Assist in directing, planning, and implementing the County's Emergency Plan and departmental goals; coordinate activities to achieve objectives; develop and implement policies and procedures. Monitor, prepare, and direct the submission of monthly and annual reports; ensure reports are prepared for state, federal, and accrediting agencies as required. Manage professional, technical, and support staff engaged in departmental operations and programs; assist in setting short- and long-term goals aligned with county objectives. Recommend equipment purchases to the Fire Chief. Provide professional guidance and advice to departmental staff. Respond to complex fire alarms and EMS calls; assume command when necessary; direct fire suppression, EMS, and hazardous materials control activities. Represent the department at meetings, seminars, and conferences; prepare for management meetings; participate in professional development activities. Participate in ICS/NIMS as needed and assigned. Perform other related duties as assigned. Operations

Oversee daily fire suppression and EMS operations; lead Division Chiefs and Battalion Chiefs. Plan and anticipate emergency service needs; develop response guidelines; collaborate on station locations; develop strategic and operational plans. Direct and assume command of emergency incidents as necessary. Support leadership development within the department; identify strengths and areas for improvement; develop training programs; mentor staff. Administration

Participate in negotiations with the bargaining unit; resolve labor issues; maintain confidentiality during negotiations. Prepare and manage the departmental budget; monitor revenues and expenditures; ensure fiscal responsibility. Research and draft grant proposals; administer grant funds. Oversee maintenance of facilities, equipment, and fleet; manage departmental records in accordance with fire practices. Consult with architects, engineers, officials, and the public on departmental matters. Minimum Qualifications

Education:

Bachelor's Degree in Public Administration, Business Administration, or a related field preferred. Experience:

At least eight (8) years of progressive experience in administration, supervision, and operations within a comparable Fire/Rescue and EMS Department with EMS transport. Required Certifications

Florida Firefighter II Certification Florida Fire Officer I, II, III Certifications Florida Fire Officer IV (Preferred) Florida Instructor III Certification Valid State of Florida EMT or Paramedic Certification Miscellaneous

Valid Florida Driver’s License. Ability to manage a diverse staff; extensive knowledge of fire behavior, ground operations, equipment, and incident command systems. Effective communication skills; leadership ability; capacity to improve organizational effectiveness. Physical Demands

Medium physical demand; includes lifting up to 50 pounds, frequent lifting and carrying, good eyesight, and safety awareness.
