Position Summary The Vice President (VP) of Outpatient Services serves as a strategic, operational, and clinical leader responsible for advancing the performance, growth, and quality of outpatient services across the North Star Health Alliance system. This executive plays a critical role in shaping the future of ambulatory care—ensuring that services are patient-centered, efficient, equitable, and financially sustainable.
The VP drives strategy, operational excellence, and innovation across all outpatient settings, working collaboratively with physicians, nursing, administrative teams, and community partners to enhance access, elevate quality, and deliver exceptional experiences. Through visionary leadership and disciplined management, this role ensures outpatient operations align with the organization’s mission, values, and long-term strategic priorities.

Key Responsibilities Strategic Leadership & Growth
Develop and execute a comprehensive strategy for outpatient services aligned with system-wide goals and population health objectives.
Foster cross-functional collaboration to integrate outpatient care delivery, promote shared accountability, and support seamless coordination across the continuum.
Identify and pursue growth opportunities, including expansion of access points, telehealth, partnerships, and innovative care models.
Anticipate market, regulatory, and reimbursement trends; leverage data analytics and emerging technologies to inform decision-making and maintain competitiveness.
Participate in strategic planning, capital allocation, and business development to support sustainable growth and system differentiation.
Clinical & Quality Excellence
Provide executive oversight to ensure the delivery of safe, high-quality, and patient-centered care throughout all outpatient departments and clinics.
Collaborate with clinical and quality leaders to establish evidence-based standards, performance benchmarks, and continuous improvement initiatives.
Monitor clinical outcomes and patient safety indicators; implement strategies to improve care consistency, reduce variation, and enhance outcomes.
Ensure compliance with DNV, CMS, state, and federal regulations while maintaining accreditation readiness and quality excellence.
Champion a culture of safety, accountability, and continuous learning that empowers teams to achieve superior patient outcomes and experience.
Advance health equity by promoting inclusive care delivery and addressing disparities in access and outcomes.
Operational Oversight
Provide strategic and operational leadership for outpatient service delivery, ensuring efficient workflows, effective resource utilization, and consistent patient access.
Oversee staffing, scheduling, and capacity planning to optimize productivity and maintain a high standard of service.
Utilize EMR systems, analytics, and technology solutions to improve efficiency, coordination, and patient engagement.
Collaborate with multidisciplinary teams to improve care transitions, patient flow, and overall operational performance.
Drive standardization of best practices across all outpatient facilities to support consistency, scalability, and sustainability.
Financial Stewardship
Lead financial planning, budgeting, and performance monitoring for all outpatient operations.
Ensure responsible fiscal management by identifying opportunities for cost containment, process efficiency, and value-based outcomes.
Oversee revenue optimization, reimbursement performance, and contract compliance in partnership with finance and administrative teams.
Support resource allocation and capital investments that drive long-term strategic value and operational sustainability.
Promote data-driven decision-making to ensure financial integrity and transparency.
Leadership & Workforce Development
Recruit, develop, and inspire high-performing teams and leaders who are committed to excellence and innovation.
Foster a culture of collaboration, inclusion, and continuous improvement that aligns with the organization’s mission and values.
Promote professional development, engagement, and retention through effective communication, recognition, and accountability.
Ensure strong succession planning and leadership development to sustain organizational strength and stability.
Community & Patient Engagement
Build and nurture relationships with community organizations, referring providers, payers, and other external partners to enhance collaboration and expand access.
Champion patient-centered initiatives that improve satisfaction, engagement, and continuity of care.
Leverage community and patient feedback to inform strategic improvements and strengthen the organization’s reputation as a trusted healthcare partner.
Represent the organization at industry and community forums, advancing North Star Health Alliance’s presence and influence across the region.
Qualifications
Bachelor’s degree required; Master’s degree (MBA, MHA, or clinical discipline) preferred. Equivalent experience may be considered in lieu of a degree.
10+ years of progressive leadership experience in outpatient, ambulatory, or healthcare operations within an integrated health system.
Demonstrated success in strategic planning, financial management, and operational improvement.
Strong knowledge of healthcare delivery systems, quality standards, and regulatory requirements.
Proven ability to lead multidisciplinary teams, foster innovation, and drive results in a complex healthcare environment.
Exceptional communication, collaboration, and relationship-building skills.
Performance Metrics
Access & Growth: Outpatient visit volume, referral patterns, and appointment availability.
Quality & Safety: Compliance with clinical standards, patient safety outcomes, and quality performance indicators.
