DIRECTOR, BUREAU OF PRINTING & DISTRIBUTION SERVICES Applicants must be permanent in the Administrative Printing Services Manager civil service title or a comparable title eligible for 6.1.9 title change.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of strategies.

Responsibilities

Direct the Agency’s delivery of print and mail services through planning, policy, and procedure formulation, and coordination of functions.

Plan, implement, and review staff utilization to efficiently deliver support services such as printing and mailing; coordinate and control the activities of administrative and production staff engaged in mail processing, digital printing, copying, collating, binding, packing, and distribution of printed materials.

Determine the appropriateness and cost effectiveness of machinery and ensure proper stock of supplies, including paper, envelopes, inks, and other materials.

Direct a computer-based management information system and provide technical expertise for contract and procurement coordination involved in purchases of supplies and equipment.

Prepare and make budget recommendations to the Executive Director; develop reports and queries with order tracking system and ensure inventories are accurate.

Formulate reports and recommendations on OCM/OMPRM initiatives, evaluate performance statistics, determine if planned service levels have been attained, and develop corrective action plans when necessary.

Establish and ensure adherence to schedules to meet objectives and demands; review actual vs. planned outputs and take corrective action when production goals are not met; estimate manpower needs, select and train staff, and maintain a safe and orderly work environment through facility maintenance and machinery inspections.

Minimum Qualifications

Five years of full‑time technical printing experience in a large print shop covering a wide variety of operations, plus 18 months in a supervisory capacity over workers performing a wide variety of printing or bindery operations.

Education and/or experience equivalent to the above; all candidates must possess the 18 months of supervisory experience as described.

Preferred Skills

Experience managing a large print and mail production facility, including mail insertion machines, digital and inkjet production printers, binding machines, and finishing equipment.

Understanding of workflows from file setup to final output to ensure efficiency and quality.

Skill in Adobe Creative Suite (Photoshop, Illustrator, InDesign) for layout and design tasks.

Proficiency in Microsoft Office (Word, Excel, PowerPoint).

Experience managing print and mail inserter technicians, assigning tasks, maintaining productivity, and coordinating with clients and vendors.

Ability to develop print and mail quotes and manage order intake.

Excellent time‑management and communication skills.
