This position is for a Legal Assistant III in the Enforcement Department of the Legal Services Division. The department provides legal support related to HHS sanctions against facilities, programs, and services, including reviewing and drafting notices, correspondence, guidance documents; interpreting state and federal laws, regulations, and rules; rendering legal advice and counsel to HHSC agency personnel; providing legal representation in contested case proceedings; and overseeing enforcement litigation in district courts. Responsibilities

Perform complex legal assistant work under limited supervision with moderate latitude for initiative and independent judgment. Review and assign hearing requests; update and maintain databases; draft correspondence; obtain program records supporting enforcement actions; docket cases for hearing at the State Office of Administrative Hearings (SOAH); and support attorney hearing preparation. Assist in large-scale projects and business initiatives; conduct research; analyze data for statistical and monthly report purposes; draft legal documents; and support attorneys with case management. Maintain case management system, ensure quality checks, and prepare reports; coordinate assignments with support staff to facilitate priority task completion. Organize and assign new contested cases to attorneys; assist in scheduling and prioritizing caseloads; maintain attorney hearing calendar via Microsoft Outlook; organize case files and prepare chronologies and fact summaries. Prepare for administrative hearings, meetings, and interviews; coordinate witnesses; file motions; compile exhibits for SOAH; prepare evidence and documents for legal proceedings; draft various legal documents (pleadings, motions, subpoenas, correspondence) under attorney supervision; check legal citations and references for accuracy; perform bate-stamping, redaction, duplication, and indexing of documents. Coordinate discovery and calendaring according to rules; coordinate service of subpoenas and depositions; communicate with law enforcement, court personnel, HHSC/DSHS departments, and other agencies to obtain case information; communicate case status with clients, attorneys, and agencies. Process and review new appeals for eligibility and timeliness; prepare administrative case closures not requiring staff attorney assignment; identify cases eligible for administrative closure. Prepare new hire and termination processes including network access and equipment provisioning for staff. Knowledge, Skills And Abilities (KSAs)

Extensive knowledge and experience with case management systems including Salesforce and E-File. Experience organizing and maintaining complex file and record systems; ability to manage multiple tasks, meet deadlines, and prioritize work. Knowledge of accepted business and legal practices and procedures; proficiency with computers (Word, Adobe Pro, Excel, Access, PowerPoint, SharePoint or similar). Knowledge of legal terminology, state laws, rules, and regulations (APA, Texas Administrative Code). Strong research abilities; effective verbal and written communication; attention to detail and proofreading. Ability to conduct complex research, draft and interpret legal documents, evaluate findings, conduct investigations, and communicate effectively. Ability to establish and maintain effective working relationships; work under minimal supervision; work independently and as part of a team; and use office equipment for assembling exhibits/evidence. Ability to compile statistics and present data for program clients, stakeholders, and management. Registrations, Licensure, Certifications
