Overview The City Attorney’s Office represents the City, the School Board, the Norfolk Employee’s Retirement System, the Chrysler Museum and other boards and commissions in legal matters. The office defends its clients in all litigation, files suits on behalf of its clients, prepares sound legislation for consideration by City Council, provides impartial advice, prepares contracts, ordinances and provides other legal services as necessary.
Responsibilities
Assist in preparing legal documents such as ordinances, resolutions, agreements, contracts, police general orders, legal pleadings, discovery and claim work in civil suits by preparing preliminary accident reports.
Open, index, maintain, organize and close Departmental files.
Maintain Code Books and other law department records, update code books, schedule and calendar meetings, depositions and trials.
Perform general legal secretarial duties including document formatting, answering multi‑line telephones, general inquiries, certified mail, filing, notarizing, dictation, facsimile, email correspondence, typing and photocopying.
For Legal Secretary II level: organize trial schedule for appeals of City criminal misdemeanor cases, maintain claim and litigation records, assist with paralegal tasks such as reviewing files for witnesses, preparing subpoenas, scheduling discovery, retaining professionals and assembling litigation materials.
Assist attorneys in preparing and filing legal instruments such as motions, warrants, interrogatories, summonses, notices of lien, garnishments, judgments, orders to vacate judgments, opinions, ordinances, resolutions and agreements.
Assist with legal debt collection, delinquent tax suits, real estate matters and maintenance of installment plans on deferred payment loans; train City collection coordinators in pre‑judgment and post‑judgment collections.
Qualifications
High School graduate or equivalent with training in office‑related work; or any equivalent combination of education and experience.
For Level II: five years of increasingly responsible legal secretarial work; or any equivalent combination of education and experience.
Proficient in Microsoft Office (Word, Excel, PowerPoint, Access, OneDrive).
Ability to prepare legal instruments listed above.
Typing speed professional 65‑75 WPM.
Salary Range LSI: $41,231 – $68,887 LSII: $46,589 – $77,924
Benefits Full‑time benefits include paid holidays, vacation, sick leave, employer‑paid pension plan, basic life insurance, optional health plans, long‑term disability, etc. Specific benefits are governed by City regulations.
Application Work Hours: Monday – Friday, 8:30AM – 5:00PM, 40 hours per week. Work Location: Norfolk Civic Plaza, 810 Union St, Norfolk, VA 23510. Employees contribute 5% of salary to the City of Norfolk Retirement System or Virginia Retirement System.
