Under the supervision of the superintendent and in cooperation with other District administrators, the Assistant Superintendent of Human Resources is responsible for providing comprehensive personnel, employee, and administrative services to all staff. The role involves planning, implementing, directing, and maintaining the district’s personnel services; serving as a resource; and ensuring staffing meets district, state, and federal requirements. The position advises administrators, managers, and supervisors on employee discipline and employment to ensure consistent policy application. Major Areas of Responsibility:
1) Retention and Recruitment, 2) Staffing, 3) Supervision, 4) Evaluations, 5) Guidance. Essential Functions
Participates as an active member of the Superintendent’s Cabinet. Provides a proactive, service-oriented approach to Human Resources while ensuring compliance with Arizona policies, procedures, and State and Federal Laws. Attends Governing Board meetings and prepares reports as directed by the Superintendent. Reports periodically to the Superintendent on personnel challenges, needs, and recommended solutions. Plans, develops, and revises personnel policies in accordance with legislation and submits them to the Governing Board for adoption. Recommends all assignments, transfers, dismissals, and promotions to the Superintendent and for submission to the Governing Board. Coordinates the preparation of reports and documents (state and federal reports on personnel, handbooks, recruitment packages, job descriptions, etc.). Serves as a resource for interest-based negotiations, managing compensation and salaries. Participates in the development of the District budget and administers the HR budget. Collaborates with county and state organizations to stay informed of HR strategies and needs. Leads innovative recruitment and retention strategies to attract a diversified and skilled workforce. Creates and directs recruitment plans, leading the selection process to ensure qualified hires. Creates and manages new employee orientation covering all district policies and federal/state mandates. Manages strategic staff planning for all personnel. Evaluates procedures, programs, and staffing models for efficiency and effectiveness. Designs and supervises employment processes (scheduling, interviewing, notification, etc.) to meet staffing requirements while complying with regulations. Supervises, directs, and evaluates HR staff. Ensures compliance with Title IX, Section 504, Right to Know, affirmative action, sexual harassment policies, and other regulations. Supervises the Trust Board process and district health insurance programs. Manages ADA accommodation processes and leave requests. Acts as the District’s EEO officer. Oversees investigations related to personnel. Ensures supervisors conduct performance evaluations according to state law and district policy. Maintains instruments used in performance evaluation of personnel. Provides principal guidance in all HR facets. Advises the Superintendent on administrative personnel needs and personnel matters, including termination protocols. Manages the grievance process, providing in-service guidance to administration. Performs other job-related duties as assigned. Required Qualifications
Bachelor’s degree in Human Resources, Business Administration, Education Administration, or related field. Three years of Human Resources Management or related experience and/or district/school leadership experience. Valid Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card (AZ IVP FPCC). Preferred Qualifications
Master’s degree or doctorate in Human Resources, Business Administration, Education Administration, or related field. Five years of educational administration with experience working on HR projects or administration. Knowledge and Skills Required
High degree of integrity and honesty. Maintains confidentiality and sensitive information. Applies forecasting and innovative recruitment/retention strategies. Implements interest-based negotiation strategies. Applies state and federal laws and guidelines. Completes program and procedure evaluations. Uses software such as Microsoft Office, HRIS, and AI. Sets and oversees goal‑setting processes. Conducts evaluations and performance improvements. Provides training and professional development. Demonstrates excellent communication skills with supervisors, staff, students, and community. Physical Requirements
The employee regularly sits, uses hands, talks, hears, and sometimes stands, walks, reaches, stoops, kneels, and may lift up to 10 pounds. Specific vision abilities required include close vision, color vision, and ability to adjust focus. Working Conditions
