The Organizational Development Team in the Office of Human Resources is recruiting for a Learning Management System and Information Resources Administrator (Senior Business Systems Analyst) to support the function of the County’s learning management system and information resources. This position has a county-wide scope and impacts employees at all levels across the organization through the maintenance of learning records and ensuring access to accurate information. The successful candidate will build and maintain important partnerships across the County to support engagement with and effective use of the learning and information platforms. Key role responsibilities: Learning Management System Support and Administration

Maintaining and updating administrative user group, including determination of capability requirements. Supporting users with system utilization to support accuracy in compliance and engagement reporting. Maintaining up-to-date content directly and through the support of departmental partners. Providing content curation and rollout support through the system infrastructure alongside County partners. Responding to support request for troubleshooting and engaging in escalation of system issues as needed.

Stakeholder engagement and support.

Working closely with internal and external systems support to stay on top of capabilities, updates, and solutions. Cultivating strong relationships with administrative users via training, coaching, and engagement opportunities to share best practice. Supporting users in learning, supervisory, and administrative roles with process and system changes. Soliciting feedback from users and business partners and utilizing the information to advocate for their needs in future state discussions.

Information flow

Generating and disseminating system reporting. Monitoring system/platform changes, issuing timely change control notifications, and updating knowledge sources. Organizing periodic communications and engagement sessions with user groups. Maintaining availability of accurate reference content through the County’s internet and intranet.

On-the-job and formal systems and content delivery training are provided through the Organizational Development team. Regular one-on-one’s with the manager are in place to support onboarding and continued growth. The department supports the funding of one professional membership annually. The County additionally offers a wide variety of elective training sessions to support personal and professional growth, wellbeing, and continued learning. The typical work schedule for this role is Monday through Friday during the County’s business hours. Occasional evening or weekend work is needed to support teams working on varied schedules. This is a telework eligible role that may revert to in-office scheduling if business needs change. Telework schedules are determined and adjusted around on-site priorities. Other duties which support program delivery include but are not limited to: quality assurance and compliance reviews, event logistics and on-site support, committee and work group involvement, inventory, and data review. MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS: High school diploma or G.E.D. and 6 years experience with learning management system administration and technical support as a primary function of the role. PREFERENCES: The County Government provides a wide variety of resources digitally to support our teams and communicate effectively with the public. Strong experience is needed with content review of training and other digital resources, ensuring compliance with Title II of the American with Disabilities Act (ADA) and Web Content Accessibility. The central learning management system is the

cloud-based Oracle Learn . The team primarily leverages Microsoft Office Suite, Articulate (Rise & Storyline), Canva, and Adobe tools for training collateral and content development. Other County departments use alternative software and systems. Additional competencies with basic network connectivity and technology troubleshooting are important in this role. Some of the teams that we support operate outside of standard business hours. There is the expectation that the successful candidate will be able to accommodate occasional evening and weekend work with notice. The role involves occasional content delivery and meetings at locations around the County and being able to get to alternate locations is a requirement of the role. $76,069.50 - $104,676/yr.
