Primary Purpose of the Organizational Unit: The mission of the Office of Sponsored Programs (OSP) is to provide comprehensive support to members of the UNCG research community engaged in the preparation and submission of proposals and the management of funded projects. As steward of the university’s externally funded research portfolio, OSP is responsible for ensuring that all research proposals and projects adhere to UNCG’s academic and research policies and meet its obligations to external sponsors.

Position Summary The Grants and Contract Analyst is a professional within OSP in the support of sponsored research activities. The Grants and Contract Analyst supports the full life cycle of sponsored research administration including proposal review and submission, award acceptance and negotiation, amendment and modification review and drafting of outgoing subawards and subcontracts.

This position requires a strong understanding of federal regulations, and proficiency in research administration systems and tools. It is responsible for providing substantive professional advice on the development of project proposals and non-financial post-award management. A strong understanding of proposal budgets and external funding processes is required.

Minimum Qualifications

A Master’s degree from an accredited college or university in any relevant field or Bachelor’s with 2-3 years of experience in area of expertise.

A minimum of 2-3 years of professional experience in grants management, accounting and/or proposal development. Knowledge of Federal Uniform Guidance (2CFR 200) and sponsor regulations.

Advanced verbal and written communication skills, advanced problem-solving and critical thinking skills.

Exceptional customer service with the ability to develop a customer-focused work style.

Ability to work well in teams and independently to complete tasks.

Proficient with strong computer and web-based experience, including Microsoft Office products, Adobe Acrobat Pro and SharePoint or similar document management systems.

Experience with electronic administration systems such as Huron, InfoEd, Cayuse SP or similar research administration platforms.

Preferred Qualifications

A degree in Public Administration, Business or related field.

A minimum of three years’ experience in research administration, preferably higher education, and grant development, including demonstrated ability to develop, review, write/edit grants as well as create budgets/budget narratives and submission of proposals.

Knowledge of electronic research administration submission portals such as grants.gov, the eRA Commons, ASSIST, research.gov, NSPIRES are preferred.

Knowledge of federal, state, and university grant programs that support research, instruction, and public service across disciplines and their submission processes.

Certified Research Administrator (CRA) Certification or Certified Pre-Award Research Administrator (CPRA).

Essential Tasks

This position manages a large volume portfolio of departments and schools.

This position requires a close working relationship with faculty and principal investigators as well as project directors throughout the University and external funding agencies.

The position requires developing contacts and relationships to further the growth of external funding at UNCG: Technical pre-and non-financial post-award support to principal investigators and project directors in the development, review and submission of all routine/complex grant and contract proposals by providing extensive information and guidance for use in the proposal submission process, with a concentration on budgetary matters is required.

The position is responsible for award acceptance and negotiation, which includes interpreting the Notice of Award (NoA) for compliance and implementation, reviewing and negotiating different types of agreements such as sponsored research agreements, professional service agreements, subawards, and subcontract agreements, taking into consideration the investigator’s needs and proactively identifying an special considerations.

Key Responsibility Sponsored Research Compliance and Submission

Essential Tasks

The position will manage Sponsored Programs throughout the award lifecycle, from acceptance to closeout.

The position requires developing and maintaining a schedule of funding cycles, proposal submissions, and reporting deadlines.

Ensure that applicants are aware of and comply with applicable deadlines.

Review completed proposal applications and contracts for accuracy, completeness, and compliance with the requirements of the University, the University of North Carolina System, and the prospective funding agency.

Advise PI’s, project coordinators, and others regarding formatting style specifications, grant guidelines and procedures governing federal, state and private grant proposal submissions.

Compliance monitoring duties required include ensuring that certifications and assurances are in place (e.g. Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IAUCUC), biohazards).

Ensure project activities align with the federal regulations and sponsor requirements.

Serve as a liaison between the university community and the external sponsor regarding pre-award and non-financial grants management.

Responsibility for overseeing the process of requesting prior approval for post-award actions such as budget revisions and no-cost extensions, and all other actions that require prior approval.

Duties include preparing and managing subcontract agreements, including the collection of required documents to support the collaboration during the proposal stage, as well as requesting audit reports or financial questionnaires to aid in assessing risk.

Responsibility for the issuance of subawards, including drafting agreements and amendments, negotiating terms and obtaining appropriate signatures.

Maintains electronic records that are consistent and current; this includes review of documents to ensure appropriateness and completeness.

Monitor and ensure the timely submission of technical and progress reports.

This position acts as an intermediary between the Office of Sponsored Programs and the Office of Contracts and Grants Accounting with regard to the transfer of post-award documents.
