Overview The purpose of this position is to provide advanced technical assistance and analysis related to City planning initiatives and land development applications. The role includes accepting and processing applications, preparing plans, reports, studies and analyses, collecting and maintaining planning data, assisting the public, and providing staff support to various boards, commissions and the City Council. The position is supervised by the Chief Planner.

Responsibilities

Serve as staff to the Planning & Zoning Commission, Board of Adjustment, Historic Preservation Commission, and City Council meetings as needed.

Coordinate the review and processing of planning activities, including rezoning, site plans, plats, permits and annexations, performing technical reviews of city code, maps, comprehensive plan and presenting to boards and council.

Administer review of Certificates of Appropriateness and facade improvement grants.

Utilize GIS to retrieve parcel data and create presentations.

Assist in pursuing grants related to division responsibilities.

Respond to inquiries from the general public, property owners and professionals on historic preservation practices and regulations.

Perform zoning enforcement duties for the City.

Manage projects for land use development plans.

Write and present formal and technical reports, working papers and correspondence.

Assist in drafting ordinances and regulations relating to development controls.

Provide technical assistance to engineers, architects, surveyors and attorneys.

Prepare case files and maintain databases.

Assist citizens and developers with zoning and development matters.

Other duties as necessary or directed.

Planning Documentation

Coordinate development and drafting of planning documents (Comprehensive Plan, Neighborhood Plans, Corridor Plans, Small Area Plans) by collecting data and public input.

Organize and facilitate opportunities for public input.

Draft planning documents and track implementation progress.

Staff Support

Provide staff support in researching and developing reports and studies related to land use and general planning issues.

Qualifications

Bachelor’s degree in urban planning, public administration or related field and at least three years of experience in urban planning.

OR Master’s degree in urban planning, public administration or related field and at least two years of experience in urban planning.

Required Knowledge, Skills, and Abilities

Knowledge of urban planning principles, socioeconomic implications, subdivision and development programmes, historic preservation, land use concepts, population density and annexation issues.

Quantitative methods, research techniques and municipal government framework.

Best practices in economic development tools, historic preservation, transportation plans and transit‑oriented development.

Skill in preparing charts, graphs and maps.

Skill in interpreting statistical data.

Ability to organise and conduct complex planning and research studies, and formulate recommendations.

Ability to prepare and maintain comprehensive master city plans and maps.

Ability to direct, supervise and coordinate multiple major planning projects concurrently.

Ability to prepare and present clear oral and written reports to internal and external agencies.

Ability to establish and maintain effective working relationships with the public, staff, officials and other departments.

Ability to review plans and apply ordinances and codes to determine compliance and field conditions.

Other Requirements

Valid Class C driver’s licence with an acceptable driving record.

Requirement to attend one or more monthly evening meetings.

Certified Zoning Officer (CZO) certification required or ability to obtain within one year.

Compensation Hiring salary range: $57,616.00 – $73,444.80 (depending on qualifications). Full salary range: $57,616.00 – $89,273.60. Position is exempt. Continuous recruitment and open until filled.
