Overview Leave Programs Manager at Monarch Healthcare Management. The Leave Programs Manager is responsible for the oversight and daily management of Monarch Healthcare’s leave of absence programs, including PFML, FMLA, ADA accommodations, personal leaves, military leave, and other state or federally mandated programs. This role also oversees workers’ compensation claims administration and OSHA reporting, ensuring regulatory compliance while supporting a safe and inclusive workplace. Serves as a key partner to HR leaders, site administrators, payroll, and benefit teams across multiple locations to deliver a consistent and employee-centered leave experience. The ideal candidate combines expertise in compliance and process improvement with a commitment to fostering a positive employee experience and minimizing business disruption.

Essential Responsibilities And Duties

Program Leadership & Strategy: Design, implement, and oversee Monarch’s PFML program, ensuring compliance with state requirements and integration with existing leave programs.

Develop and maintain policies, procedures, and communication materials to ensure compliance with federal, state, and local laws governing leaves and accommodations.

Oversee workers’ compensation program administration, including claims management, coordination with third-party administrators, and safe return-to-work initiatives.

Manage OSHA recordkeeping and reporting, ensuring timely and accurate submissions.

Case Management & Employee Support: Serve as the subject matter expert for all leave-related inquiries, ensuring prompt, clear, and compliant communication with employees and managers.

Independently manage complex leave cases, including ADA interactive process facilitation and accommodations.

Partner with HR and site leaders to create coordinated return-to-work plans that balance operational needs and employee well-being.

Collaboration & Stakeholder Engagement: Build strong partnerships with HR, payroll, benefits, legal, and site administrators to ensure seamless leave administration across multiple locations.

Provide training and resources to HR staff and managers on PFML, FMLA, ADA, workers’ comp, and OSHA requirements.

Data, Reporting & Continuous Improvement: Maintain accurate documentation and case tracking for all leave programs, accommodations, OSHA logs, and workers’ comp claims.

Develop and monitor metrics to evaluate program effectiveness, identify trends, and recommend process or policy improvements.

Partner with leadership to align absence management strategies with organizational objectives and risk management initiatives.

Qualifications

Education and Experience:

Experience managing or supporting FMLA, ADA accommodations, and other leave program processes.

Knowledge of OSHA reporting requirements and experience maintaining accurate records.

Experience engaging in workers’ compensation claims and coordinating with TPAs or insurers.

Demonstrated ability to manage multiple priorities, meet deadlines, and handle sensitive employee information with discretion.

Strong interpersonal, communication, and problem-solving skills with proven ability to work collaboratively across multiple locations.

Experience with HRIS/leave administration systems and Microsoft Office Suite.

Required Skills And Abilities

Regulatory Expertise: Deep knowledge of FMLA, ADA, PFML, OSHA, workers’ compensation, and other relevant federal and state laws.

Analytical Thinking: Ability to interpret complex regulations, analyze data, and recommend process improvements.

Collaboration & Communication: Skilled at working with cross-functional teams and delivering clear, empathetic communication to employees and managers.

Problem-Solving & Decision-Making: Uses sound judgment to resolve complex or sensitive issues while balancing employee needs and business requirements.

Attention to Detail: Ensures compliance documentation, reporting, and data entry are accurate and timely.

Change Leadership: Comfortable leading implementation of new programs (e.g., PFML) and guiding the organization through process updates.

Confidentiality & Integrity: Maintains discretion and professionalism when handling sensitive employee information.
