Job Summary The Energy Assistance Program Specialist supports federal, state, and internal Energy Assistance programs for Vistra’s low‑income and at‑risk customers within ERCOT and the MWNE markets across all brands. This role coordinates Beat the Heat and Winter Warmth events, increases the percentage of federal funds received, and enhances Energy Aid program donations and current and future programs.
Key Accountabilities
Partner with Revenue Processing to provide oversight of daily agency payments and reconciliation
Act as SME for low‑income programs and related rules throughout Vistra markets
Manage Energy Aid monthly reports tracking system for all brands including reports reconciliation and agency follow‑up for ~80 partner agencies
Assist in the analysis and recommendation of MWNE Energy Aid program expansion; monitor program to determine effectiveness
Process Energy Aid disbursement checks ~$5 million annually, Energy Assistance contributions and other payments ~$500 k through the accounts payable process
Partner cross‑functionally to raise additional Energy Aid donations; drive initiatives
Manage contribution reports and year‑end contribution tax letters
Coordinate and support on‑site agency education events and customer intake events
Manage Customer Advocacy Services promotional items including ordering, inventory, location, shipment of items and vendor relationships
Support Corporate & Retail Compliance in the completion of annual PUC reporting
Support company programs such as United Way / Energy Aid, PAC, etc.
Perform analysis to determine if Vistra customers are receiving their fair share of federal dollars and identify opportunities to improve percentage of receipt
Approximately 50% travel required
Education, Experience, & Skill Requirements
2+ years job‑related experience
Subject matter expert in bill payment assistance programs and low‑income market rules preferred
Strong communication (written & verbal), interpersonal and presentation/public speaking skills
Intermediate knowledge of Microsoft Office apps required (Outlook, PowerPoint, Word, Teams, SharePoint, etc.)
Intermediate to advanced Excel skills (pivot tables, VLOOKUP, macros, etc.)
Solid report writing and analysis skills
Ability to work independently, render good judgment and make sound decisions based on program parameters
Experience gained through college degree programs and/or certifications is applicable to above skills
Key Metrics
Provides department management each month with status of all TXU Energy Aid monthly reports in accordance with rules and audit
Timeliness and accuracy of Energy Assistance monthly reporting, distribution and recording of Contribution tax letters, Energy Aid disbursements for all brands, Energy Assistance contributions
Ensures company policies, procedures and PUC Customer Protection Rules are met in managing daily workload
Agency sponsorships and vendor payments
Contributory responsibility in achieving PUC complaint metrics
Contributory responsibility in percentage of federal dollars received
Delivery of identified projects and initiatives
Documented processes and procedures
Percentage of agencies utilizing web portal to self‑serve
