BOB - CONTRACT COORDINATOR role at City of New York. CIVIL SERVICE TITLE: PROCUREMENT ANALYST III. To be considered, candidate must be serving permanently in the title, or reachable on the civil service list. The New York City Department of Transportation, Division of Bridges, seeks a self-motivated, efficient professional to assist in managing the Division’s capital and expense contracts and budget. The unit collaborates extensively with internal divisions, including the Office of the Agency Chief Contracting Officer (ACCO) and Financial Management Units. Duties include the responsibilities listed below. Responsibilities
Utilize procurement methods such as competitive sealed bids, competitive sealed proposals / RFPs, sole source, and negotiated acquisitions. Perform detailed administrative review, processing, coordination, and scheduling of Professional Engineering Service Contracts and procurement documentation for compliance with Agency, ACCO, and Mayoral policies and procedures. Draft contracts and supporting documents, obtain oversight approvals, and respond to related inquiries. Perform tasks via PASSPort for oversight reviews and approvals. Prepare requisitions, contract encumbrances, and task order registrations using the City’s Financial Management System (FMS). Serve as liaison with DOT personnel on projects, studies, construction support services, and resident engineering inspection services. Collaborate with project managers, engineers, and stakeholders to identify procurement needs and develop procurement plans. Research FMS, the DBE Database, and New York State Preferred Sources to inform procurement decisions. Assist in identifying and securing funding for unforeseen or emergent needs. Monitor contract terms and capacity to prevent lapse of services or overextension of contract value. Track OTPS budget and expenses. Schedule and participate in Consultant Selection Committee charging and Technical Evaluations. Perform other related duties as assigned. Minimum Qualifications
A baccalaureate degree and six months of satisfactory full-time professional procurement experience; or An associate degree and 18 months of related experience; or A four-year high school diploma or equivalent and 2.5 years of related experience; or A combination of education and experience equivalent to the above. College education may be substituted for experience as described, with at least a four-year high school diploma and 6 months of related experience. Note: Some substitutions include credit for college education toward professional experience; all candidates must meet minimum education requirements. Special Notes
To be eligible for Assignment Level II or III, specific years of experience and supervisory or procurement duties requirements apply as described in the original posting. Preferred Skills
Exact knowledge of City procurement and contracting regulations, especially Procurement Policy Board Rules. Experience coordinating and implementing complex contracts in governmental settings. Hands-on experience with FMS and PASSPort; familiarity with database/document management and process reengineering is a plus. Excellent oral and written communication skills, proficiency in Microsoft Office, strong interpersonal and organizational abilities. A holistic understanding of how teams serve NYC residents.
