Job Summary The Child Placing Agency Community Resource and Engagement Specialist assists Child Placing Agency staff by linking and coordinating foster families and staff with needed community resources, events, and services. The specialist also assists with researching and locating ongoing donations, supporting long‑term retention efforts of foster families and staff, as well as customer surveys and complaints. The specialist actively seeks to recruit prospective foster and adoptive families statewide.
Essential Functions
Develops a fiscal year recruitment plan
Requires statewide coordination of foster parent recruitment and retention
Provides monthly updates to the recruitment plan and monthly report on activities
Recruits foster and adoptive families through speaking engagements, community awareness events and building community partnerships/relationships
Coordinates and collaborates with CPA staff to conduct recruitment activities
Maintains visible, productive working relationships with community partners
Participates in team meetings, including CPA all-staff meetings, recruitment team meetings as well as other internal meetings as needed
Attends DCF Diligent Recruitment meetings and aligns target areas for recruitment including foster families to support teenagers that display significant behavior/needs
Averages recruitment of one new family a month that serves high‑need youth, 12 families serving high‑need youths per year
Develops resources for recruitment activities
Assists administration by linking and coordinating foster families and staff with needed community resources, events and services statewide
Fosters positive relationships with staff and foster families with the intention of reducing barriers of those we serve
Provides individual assistance to staff and foster families to access and utilize community resources
Assesses, documents and monitors utilization of resources, events, and services
Serves as a liaison between staff and resources to promote a collaborative process in accessing resources
Communicates and updates resources statewide in partnership with the communications team utilizing the website, Facebook, and other technologies
Updates and tracks information on DonorPerfect software
Coordinates with other DCCCA programs to ensure efficiencies and effectiveness
Coordinates with CPA to host DCCCA events including Foster Parent Appreciation, support groups, and other activities
Requires travel and work hours to include evenings and weekends
Maintains regular contact with supervisor
Creates a safe environment by performing all required security and safety procedures
Assists in orientation to program rules/structures confidentiality
Requires the ability to maintain strict confidentiality
May need to regularly drive to various DCCCA locations and other business locations throughout the state that can include early morning and evening traveling hours
Education, Experience, and Licensure
Requires a high school diploma or GED
Requires at least two years of experience in child welfare and/or family services; marketing experience preferred
Requires a detailed understanding of foster parenting
Must possess a valid state Driver's License, in-force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets organization’s insurability standard as defined by DCCCA policy
Availability of reliable transportation is required for this position
Knowledge, Skills, and Abilities Requires overall computer knowledge and proficiency with the following:
Computerized database programs
Spreadsheet programs
Word processing programs
Requires the ability to efficiently operate office equipment such as:
Computerized e‑mail systems
Calculators, copiers, fax machines
Telephones and voicemail systems
Effective listening, oral, and written communication skills, including face‑to‑face, on‑site, in‑person discussions. Exercises appropriate use of positive language.
Regular and predictable on‑site attendance.
Proficiency with computers and Microsoft suite of products including Microsoft Word, Outlook, Excel, and PowerPoint.
