Job Description
Under general direction of the appropriate manager, the incumbent in this position provides overall management of construction projects including involvement with the project estimating team, contract adherence, work plans, scheduling, equipment and materials allocation, cost controls, documentation, safety, and employee work schedule planning. Primary emphasis will be on projects related to heavy civil construction including road work and general utilities, demolition and disposal, repair and refurbishment of existing facilities and new vertical construction. Based out of the Omaha, NE office.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Participates in construction contract bidding by attending pre-bid meetings, performing site investigations, soliciting subcontractor and/or supplier quotations, developing construction strategy and recommending appropriate means and methods for execution, compiling quantities, availability and cost of materials needed for the project, and participating in the review of bid documents to assess completion and accuracy before submittal to the contracting agency.
Reviews drawings, blueprints, specifications, and other contract documents to plan for project assignments and oversee the development of project work schedules to complete all phases of the project.
Communicates and coordinates all aspects of the construction project with suppliers, subcontractors, construction employees, other supervisors, customers and clients.
Prepares pre-construction submittals, interim reports, and final reports, and submits to the client, interacting with the client as necessary to gain approval.
Consistently monitors and evaluates project production, and oversees project employee workload planning and scheduling to efficiently complete project assignments.
Oversees the purchasing and/or contracting for materials, supplies, equipment, and services needed for project completion.
Consistently reviews cost projections and monthly cost to complete reports to ensure that project costs are within budget and makes appropriate production adjustments as necessary.
Assumes responsibility for employee compliance with the Health and Safety site plan, takes corrective action when necessary, and ensures that site accidents and injuries are promptly investigated and that investigation reports are completed and provided to the health and safety specialist within mandated timelines.
Regularly meets with clients and regulatory agency personnel to discuss and resolve project problems or issues.
Regularly meets with project superintendent to review construction progress and budget to date.
Establishes and maintains relationships with the owner, contracting agency, design professionals, building officials, local businesses, and emergency support.
OTHER DUTIES AND RESPONSIBILITIES:
Serves as a Subject Matter Expert (SME) on projects and task orders. Experience and expertise with civil and vertical construction projects is desirable.
Coordinates with designers and operations team to ensure proper implementation of design with project constructability.
Interfaces with clients, owners, and end users including USACE, Air Force, and DOD.
Qualifications

Education and Experience:
Bachelor’s Degree in Engineering, Construction Management, or related field is preferred.
7 plus years of demonstrated project management.
Project management experience for vertical and civil construction projects is highly desirable.
Federal government contract and project experience, with emphasis on DOD and the Army Corps of Engineers (USACE) specifically.
Possess at least seven (7) years of relevant construction experience or a combination of education and directly related experience equal to eleven (11) years. Relevant experience includes, but is not limited to, experience as Project Manager in the construction industry with at least one (1) project with size $10 million or greater or significant experience managing multiple task orders per calendar year.
Skills and Abilities:
Demonstration of successful performance as a Project Manager on medium to large sized vertical and heavy civil construction projects.
Extensive knowledge of a wide variety of construction methodologies and can estimate self-performed features of work.
Must have the ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
Excellent interpersonal skills; work effectively and cooperatively with all levels of management and staff, and clients as well as outside business associates.
Ability to utilize multiple word-processing and database applications including MS Office applications Word, Excel, Access, as well as Adobe Acrobat, etc.
Demonstrated ability to work accurately, follow instructions/schedules/timelines and handle multiple priorities.
Create, monitor, and modify the progress of the schedule on a continuing basis.
Ability to develop and maintain strong client relationships.
Develops the progress schedule with the Superintendent and Project Controls.
Participates in scope reviews of the various bid packages.
Thorough familiarity with the general contract requirements, with the ability to identify changes, conflicts, etc.
Works with the Superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort.
Identifies field-construction and work-sequence considerations when finalizing bid package purchases.
Enforces all regulatory, base and company specific safety rules.
Performs job site inspections for both quality and safety.
Significant experience with earned value reporting, baseline management, and work breakdown structures.
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
High degree of sensitivity and ability to maintain confidential client and employee information.
Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project).
Ability to work in a team environment and fit in with company culture and processes.
Effective professional oral and written communication skills.
Must possess a strong work ethic and values that are above reproach.
Strong organizational, interpersonal skills.
QUALIFICATIONS PREFERRED:
Project Management Professional (PMP) certification is preferred.
OSHA 30-hour construction safety course is preferred.
Professional Engineer is preferred.

WORKING ENVIRONMENT:
Includes travel to project sites and satellite offices supporting projects within multiple contracts. 8 hours a day, 5 days a week.
