Summary

The purpose of this position is to support Maintenance Department requirements through the monitoring inventory control and purchasing activities for compliance with existing policies, procedures, and regulations. This is accomplished by reviewing all invoices for accuracy and compliance with contract requirements, processing invoices for payment, reviewing performance of multi-year contracts, reporting purchasing activities, troubleshooting, and resolving discrepancies with vendor pricing or invoice errors, and assisting with disposal of items in compliance with all existing policies, procedures, and regulations. The Compliance Specialist will also assist with daily warehouse activities to serve the customers including order review, receiving, and issuing as needed. Additionally, the Compliance Specialist will respond to weather-related emergencies, and complete special projects as assigned.

Responsibilities

Reviews all invoices for compliance with contract specifications, and NTTA business practices, including pricing terms. Confirms product or service was provided without defect/issue and in accordance with current contract terms.

Creates receiving record within financial system (PeopleSoft) for all compliant invoices, send originals to Accounts Payable for processing and maintain department file copies for reference.

Creates contract summary sheets for all executed contracts, maintaining soft and hard copy records of pertinent information including contracted pricing terms and ordering contacts. Provides contract summary sheets to each warehouse, assigned project manager and electronically within the Maintenance Department server folders.

Performs routine audits of existing contracts checking the major terms of the individual contract including pricing accuracy, lead time reliability, and vendor score card results. Provides quarterly reports of contract audits to management.

Works with warehouse leads and supervisor to submit requisitions for increases to existing purchase orders as needed for proper processing and payment of invoices.

Works with Accounts Payable team and vendors to resolve any errors on invoices or instances of noncompliance with existing contracts.

Tracks the Maintenance Department disposal activities of items other than regular trash to ensure compliance with existing policies, procedures, and regulations. Items tracked may include tires, batteries, lamps, ballasts, and other regulated items.

Coordinates disposal of goods via online auction, working with NTTA departments to get appropriate documentation, prepare items and documents for online auctioneer, schedule auction coordinating with auctioneer and departments regarding inspections and pickup of items. Collect and archive all documentation and report on auction results.

Prepares and submits weekly, monthly and/or quarterly reports regarding compliance activities including receipts submitted, status of open annual purchase orders, and disposal of special wastes including landfill, recycling, and auction activities.

Supports the daily operations of the warehouse by assisting customers at the counter through issuing of parts, looking up parts for customer requests, and assisting with resolution of issues/questions as needed.

Participates in Snow and Ice Events by ordering and restocking items needed to successfully respond to an event; participates in 24-hour staffing operations of the warehouse during an event.

Performs other duties as assigned.

Minimum Qualifications

High school diploma or equivalent

3 – 5 years’ experience

Valid driver’s license

Fluency in English

Ability to obtain forklift certification within 6 months of hire

Preferred Qualifications

Experience in supply chain management, warehousing, maintenance, and/or public procurement/finance.

Valid Texas driver’s license

Forklift certification
