Job Responsibilities

Assists certified inspectors in accurately and efficiently conducting sampling and field testing on projects per requirements. Assists certified inspectors in acquiring and submitting material samples and certifications to the Office of Materials and Research (OMR) for testing and review. Reviews sampling and testing requirements to ensure adequate samples and certifications have been obtained and logs are updated and properly recorded to represent the materials used during construction per SCDOT requirements. Reviews the Qualified Products List (QPL) to ensure correct materials are being utilized on site. Coordinates with Quality Assurance (QA) team and District Asphalt Manager (DAM) for any additional testing required.

Acts as Project Engineer on multiple construction projects. Monitors assigned projects and ensures compliance with plans and specifications for both state and federal projects. Studies and accurately interprets plans, contract documents, strip maps, specifications, special provisions, standard drawings, permits, right-of-way documents, permissions documents, Equal Employment Opportunity (EEO) documents, Disadvantaged Business Enterprises (DBE) requirements, etc. to ensure projects adhere to federal, state, Department, and project requirements. Accurately and efficiently prepares, completes, logs, and records all required forms, reports, checklists, and spreadsheets associated with the work inspected.

Plans, performs, and assists with inspections of all activities in all phases of various highway and bridge construction projects per Department requirements. Performs and assists with routine inspections and reporting including, but not limited to, workzone traffic control, erosion control and environmental, concrete, earthwork and bases, asphalt, pavement preservation, structures, wage regulation, Commercially Useful Function (CUF), Stage Type, etc.; subject to applicable certifications obtained.

Maintains and enters accurate notes, calculations, stationing, quantities, and other pertinent information into SCDOT systems (AWP, SiteManager, etc.). Accurately prepares daily diaries, weekly and monthly reports in a timely manner, and enters them into SCDOT systems (ProjectWise, etc.). Coordinates with Resident Construction Engineer (RCE) and makes revisions to reports and diaries as needed. Accurately records field changes and assists in creation of project As-built plans. Assists in surveying sites for project quality control verification, including operation of various surveying instruments.

Investigates public complaints, requests, and damage claims. Communicates and meets with citizens, Contractors, Subcontractors, utilities, local officials, etc. on projects. Addresses complaints in a thorough and timely manner. Coordinates with Contractors and Subcontractors on planned work. Reports deficiencies to Contractors and coordinates corrections in a timely manner. Communicates with RCE on change order items that may be needed ahead of planned work.

Assists other certified inspectors to prepare for certification classes and tests. Obtains required certifications in multiple disciplines in a timely manner. Continues to maintain re-certifications to maintain credentials.

Assists Resident Construction Engineer (RCE) in performing miscellaneous tasks, including but not limited to, reviewing reports and documents, preparing monthly and final construction estimates, developing change orders, preparing data for the County Transportation Committee (CTC) and local agencies, reviewing preconstruction plans and documents, preparing and conducting preconstruction conferences, conducting final inspections, developing punch lists, preparing closeout documents, etc.

Provides assistance in 12 hour shifts on weekdays, weekends, and holidays during inclement weather/emergency conditions. Regularly submits time sheets and mileage reports accurately and in a timely manner. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
