Manage all aspects of the competitive capture process from initial customer and industry engagement through contract transition. A successful candidate will have experience in building and leading dynamic teams, estimating and managing resources and budgets, facilitating the development of complex integrated solutions, and collaborating with customers and internal and external partners to create, refine and validate winning offerings. Responsibilities
Develops the bid strategy, keeps senior management briefed on bid progress, and leads complex and large captures through the proposal contributors across different functions. Leverages capture framework, capture plan, and best practices to increase probability of win in each phase. Develops and implements customer call plans and shaping strategy. Develops and implements teaming strategy using internal capabilities assessments, gap analyses, and subcontractor capabilities matrices. Interacts routinely with all levels of management, functional POCs, staff, and customers, and follows through on tasks with excellent time management. Conducts after action reviews for all opportunity capture participants to document lessons learned and implements necessary adjustments to capture technique, strategy, and actions. Participates in bidder conferences, oral presentations and site surveys; performs other job-related duties as assigned. Qualifications
Bachelor's Degree and at least 12 years of related experience (program management, business development, account management or capture management). Minimum of 7 years leading federal contract capture experience or equivalent combination of education and experience. Experience in winning large and complex captures exceeding $100M TPV. Advanced knowledge of government and military contracts, GSA and FAR; experience with Shipley process. Business development knowledge including opportunity qualification and strategy development; strong consultative skills. Proven leadership in developing, organizing and executing significant capture activities, including building industry teams and ensuring timely execution of customer call plans. Understanding of contract types (e.g., non-IDIQ, IDIQ) and payment types (e.g., FFP, T&M, cost plus). Ability to solve complex problems and lead geographically dispersed cross-functional teams. Proficiency with tools such as Salesforce, Microsoft Office, and Teams. Excellent interpersonal, written communication skills, and ability to present to varying group sizes. Ability to apply advanced training and knowledge in Capture Management and Win Strategies (preferred). Must pass pre-employment qualifications of Cherokee Federal. Preferred Qualifications
Demonstrated success winning complex contracts with HHS, DHA, VA, IHS, NIH, CMS, CDC, FDA, or AHA. Experience in developing solutions across clinical operations, health staffing, health IT, and informatics. Capture success in Defense Health and federal health data/informatics domains. Estimated Starting Salary Range for
