TechFlow is seeking an experienced Product Owner Proxy / ScrumMaster to support a high-impact federal program focused on advancing government-wide IT data reporting. Acting on behalf of the government product owner, you'll guide the Agile development process—prioritizing functional requirements, leading sprint activities, and ensuring deliverables align with OMB Circular A‑11 policy cycles. You will collaborate across agencies and with technical vendors to refine requirements, drive coordination, and communicate a shared vision for the future of federal IT transparency.

Remote position; occasional on‑site support required in Washington, D.C.

Key Responsibilities

Serve as the Product Owner Proxy on behalf of the customer, ensuring that product vision, priorities, and requirements are clearly defined and communicated to the Agile development team.

Lead Agile ceremonies including sprint planning, daily stand‑ups, sprint reviews, and retrospectives to maintain focus, collaboration, and progress toward delivery goals.

Translate OMB Circular A‑11 policy requirements and data reporting needs into actionable user stories and acceptance criteria.

Collaborate with cross‑agency stakeholders, technical vendors, and the customer to align development priorities with government-wide IT data reporting objectives.

Manage and refine the product backlog to ensure alignment with mission goals, user needs, and evolving policy requirements.

Facilitate government-wide community meetings to gather feedback, communicate product roadmaps, and ensure coordination across participating agencies.

Support the development team by removing impediments, clarifying requirements, and maintaining focus on high-value deliverables.

Oversee sprint progress, release planning, and delivery schedules to ensure transparency and accountability in development outcomes.

Develop and deliver reports, dashboards, and briefings to the customer and stakeholders to communicate progress, performance, and upcoming releases.

Promote Agile best practices, continuous improvement, and user-centered design principles within the development and stakeholder communities.

Requirements

Bachelor's degree in Information Technology, Computer Science, Business, or a related field (Master's preferred).

7+ years of experience supporting Agile software development projects, including at least 3 years in a ScrumMaster or Product Owner role.

Strong understanding of Agile frameworks (Scrum, Kanban, or SAFe) and hands‑on experience leading Agile teams.

Demonstrated ability to translate complex federal policy or reporting requirements—such as OMB Circular A‑11—into functional product backlogs.

Proven experience collaborating with multiple federal agencies or interagency communities on enterprise IT systems or data initiatives.

Excellent facilitation, communication, and stakeholder engagement skills, with the ability to manage discussions across technical and policy audiences.

Experience working with data reporting, analytics platforms, or government-wide transparency systems strongly preferred.

Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), or Product Owner (CSPO/PSPO) certification required.

PMP or Agile Certified Practitioner (PMI-ACP) certification preferred.

U.S. Citizenship and ability to obtain or maintain a Public Trust clearance required.
