Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Assists in developing and/or monitoring budgets. Negotiates fees, explains scope of work and monitors consultant design contracts. Performs complex planning work such as plan review, calculations and assisting in transportation planning studies; analyzes and assists in the resolution of contract problems and disputes. Analyzes and recommends approval for use of consultants and/or facility contracts. Analyzes and reports on routine program funding change scenarios and their impact to individual project schedules. Assesses and reports actual project progress versus planned progress to determine trends and variances for routine projects. Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement while utilizing available resources and maintaining the agency's project objectives. Assists project managers to establish realistic and achievable schedule baselines. Coordinates and/or monitors assigned projects/programs/plans. Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities; develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support; monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Performs and/or coordinates the review and processing of PS&E submissions, special specifications or special provisions; reviews designs and detailed drawings of bridges and related structures. Reviews, processes and certifies project design plans developed by consulting engineers. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects. Coordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed efficiently. Performs other job responsibilities as assigned. Qualifications

Education : Bachelor’s Degree in engineering or related science (bachelor’s or higher degree accepted by TX PELS). Experience : Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year-for-year basis. Licenses and Certifications : Valid driver’s license (this position requires driving a state vehicle). Licensed Professional Engineer Safety Impact Certificate Professional engineers licensed in another state must meet Texas requirements within six (6) months of hire or sign an agreement to obtain licensure. Annual Salary Ranges: Transportation Engineer II (B25) $80,704-$114,099/year Transportation Engineer III (B26) $89,755-$129,430/year Transportation Engineer IV (B27) $98,730-$142,374/year The Texas Department of Transportation reserves the sole right in determining the level position based on the applicant\'s work experience, education, skill level, and all other appropriate factors and based on business needs.
