Job Summary Navy Quality Assurance Manager : At

Bart & Associates, Inc.

is a contract role on a federal government program. The QA Manager will play a critical leadership role ensuring all products and processes meet or exceed

DoD, ISO, and customer quality standards

across the full product lifecycle—ranging from design and prototyping to production, testing, logistics, and sustainment of ruggedized shipboard systems. This position oversees the development, execution, and improvement of Quality Management Systems (QMS), manages compliance audits, enforces rigorous inspection protocols, and fosters a culture of continuous improvement and accountability across departments. The successful candidate will collaborate closely with engineering, manufacturing, supply chain, program management, and Navy stakeholders to proactively resolve issues, minimize defects, and ensure product reliability and customer satisfaction.

Responsibilities

Lead and manage the Quality Assurance team responsible for monitoring quality across all phases of the hardware product lifecycle—from concept through obsolescence management.

Develop, implement, and maintain a robust Quality Management System (QMS) aligned with ISO 9001, CMMI Level 3, and DoD quality standards.

Coordinate internal and external quality audits, corrective/preventive actions (CAPAs), and support audit readiness for Navy program inspections and third-party assessments.

Establish inspection and test plans (ITPs), ensuring proper verification and validation of hardware components and systems against design requirements and customer specifications.

Develop quality metrics and dashboards to monitor process health, drive root cause analysis, and support strategic quality planning.

Collaborate with Engineering and Production to evaluate design feasibility, manufacturability, and adherence to quality standards during reviews and milestone phases.

Review and approve Engineering Change Notices (ECNs), Bills of Materials (BOMs), and Objective Quality Evidence (OQE) to ensure complete traceability and configuration control.

Oversee first article inspections, in-process audits, and final acceptance testing; ensure proper documentation of results and non-conformance management.

Promote a culture of continuous improvement through data-driven decision-making, lean initiatives, training programs, and cross-functional engagement.

Mentor and train production personnel and quality inspectors on QA procedures, documentation protocols, and best practices in compliance and safety.

Manage risk proactively by identifying potential quality issues and leading resolution efforts before they affect deliverables.

Interface with Navy customers, suppliers, and internal leadership to communicate QA performance, resolve issues, and support corrective action plans.

Ensure compliance with regulatory and industry-specific standards including UL, CE, RoHS, and applicable ISO (e.g., 45001, 14001, 27001, 31000) and ITIL frameworks as required.

Education and Experience

Bachelor’s degree in engineering

9–12 years of quality assurance experience in a hardware manufacturing or defense/aerospace environment, with at least 2–3 years in a managerial role

Required Skills

Demonstrated experience with ISO 9001 QMS, along with working knowledge of additional standards such as ISO 45001, 14001, 27001, 31000, and ITIL.

Strong analytical skills with experience in root cause analysis, corrective actions, and statistical process control (SPC).

Proven leadership in guiding teams to adhere to internal procedures and government/industry regulations.

Experience writing, revising, and implementing QA plans, procedures, and inspection protocols.

Familiarity with tools and techniques for quality audits, nonconformance reporting (NCRs), and CAPA systems.

Proficiency in reviewing engineering drawings, material specs, and testing protocols.

Excellent communication, organizational, and interpersonal skills.
