The Contracts Service Specialist supports activities involved in the purchase of goods and services for the Nashville International Airport. Essential Job Duties: Prepares, issues and facilitates the competitive solicitations for goods and services, construction and professional services with the goal of obtaining the best value consistent with company needs. Chairs the solicitation vendor selection committee process as needed. Facilitates meetings related to solicitations including pre-proposals, vendor interviews and post award debriefings. Obtains and evaluates vendor quotes for goods and services related to Informal Requests for Quotes. Posts and updates business opportunities to the Nashville International Airport website and the Metropolitan Nashville Airport Authority (MNAA) e-Bidding platform (Aerobidz). Prepares and processes competitive solicitation award documents. Prepares purchase agreements and purchase orders in the enterprise resource planning (ERP) system. Updates master project listing as needed. Manage development, evaluation and execution of contracts and amendments for materials and services, professional services, or other contracts including related controls and approvals. Utilizes the MNAA digital signature service (DocuSign) to execute contract and other procurement related document approvals. Supports MNAA's commitment to its culture and values, including Respect, Integrity, Service and Excellence (RISE). Maintains regular and on-time attendance. Follows all safety regulations. Performs other duties as assigned. Knowledge, Skills, Abilities and Other Characteristics: Contract Management: Knowledge of the principles and practices of contract preparation, costing, auditing, management, and administration. Purchasing: Knowledge of the principles, practices, laws, and regulations related to purchasing. Procurement Software: Skill in using procurement systems and software such as Microsoft Dynamics AX system. Contract Compliance: Knowledge of contract compliance for Disadvantaged Business Enterprise (DBE) program, Small, Minority and Woman-Owned Business Enterprise (SMWBE) program, and related federal, state, and local regulations. Customer Service: Skill in providing customer service, including listening to customers' needs, identifying customer solutions, assessing quality of customer services, and evaluating customer satisfaction. Managing Workload: Skill in organizing and prioritizing work, handling multiple responsibilities, and meeting deadlines. Communication: Skill in communicating effectively at all levels of the organization and with stakeholders, both orally and in writing. Conflict Management: Skill in managing conflict and identifying effective and mutually beneficial solutions to the sources of conflict. Microsoft Windows: Skill in using the Microsoft Windows operating system. Microsoft Office: Skill in using Microsoft Office applications such as Outlook, Word, Excel, and PowerPoint. Office Equipment: Skill in using standard office equipment such as telephones, copy machines, scanners, multi-functional printers, and fax machines. Relationship Building: Skill in establishing and maintaining effective and professional working relationships with others. Teamwork: Skill in working with others as a team while taking responsibility for outcomes. Adobe Acrobat: Skill in using Adobe Acrobat software. Negotiation: Skill in bargaining effectively with others to resolve conflict or achieve results. Written Comprehension: Ability to read and understand information and ideas presented in writing.
