PURPOSE OF THE POSITION Become part of our Projects & Public Works team in Kansas City, MO, where you will manage oversight of third‑party projects—including passenger and commuter rail, utilities, and public works—that affect CPKC property and operations. In this role, you will serve as a liaison between CPKC and government or regulatory agencies, helping assess, recommend, and promote safety improvements for public and private railway crossings and grade separations. You will also address concerns and respond to inquiries from governmental authorities, municipalities, private citizens, and other external parties regarding right‑of‑way, grade crossing, and signal‑related issues. This position is ideal for someone with strong negotiation and communication abilities, complemented by a solid engineering background. The primary work location may be in either Kansas City, MO or St. Paul, MN.

POSITION ACCOUNTABILITIES

Direct all public infrastructure projects within a Public Works U.S. territory, ensuring alignment with regulatory and company standards

Supervise flagging activities and manage crossing and signal agreements for projects sponsored by third parties and public/private entities

Spearhead negotiations for at‑grade crossing closures and establish cost‑sharing arrangements for joint projects as per company guidelines

Monitor industry funding opportunities and initiate annual projects to secure external grants for railway construction and enhancements

Ensure external contractors comply with CPKC, American Railway Engineering and Maintenance‑of‑Way Association (AREMA), Federal Railroad Administration (FRA), and corporate safety and insurance policies when working on railway property

Represent CPKC at public forums, site assessments, and other key stakeholder engagements to advance project goals

Conduct onsite inspections and coordinate with internal stakeholders, outside consultants, and customers

Develop and submit annual capital appropriation requests supporting public project planning and financial stewardship

Serve as the main liaison to government agencies

Manage FRA Quiet Zone initiatives and facilitate community involvement in railway projects

Resolve safety issues arising from railway operations and address concerns related to road/rail crossings and right‑of‑way properties

POSITION REQUIREMENTS

Associate or bachelor’s degree in civil engineering preferred or equivalent experience

Experience in the railroad or transportation sectors, with strong knowledge of relevant federal, state, and local regulations, including FRA and AREMA standards

Highly motivated self‑starter, comfortable working independently and collaboratively within a multidisciplinary team environment

Proficient in SAP and Microsoft Office Suite

Exceptional written and verbal communication skills

Willingness to travel across the territory to inspect sites and engage with municipal and regulatory authorities, as well as internal stakeholders

MANAGEMENT CONDUCTOR PROGRAM Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
