Responsibilities
Requires “hands on” management of field projects, contract inspectors and construction crews to ensure that pipeline integrity, construction and maintenance projects are compliant with safe work practices, conform to all company procedures and specifications, with strict adherence to all local, state and federal rules, codes and regulations, and are completed in an efficient and safe manner.
Responsible for developing, organizing, and maintaining project scopes, project work plans, project timelines, construction schedules, construction records, project cost estimates, contract negotiations and issuance, and budgetary control to ensure projects are completed efficiently and safely.
Vetting, contracting, training, and managing construction, integrity and welding inspectors required to inspect, control and document pipeline repair projects.
Identifying and coordinating with other departments including the PLI group, Division Engineering, Operations, Commercial, Scheduling, Regulatory, EHS, etc., as needed to ensure projects are completed efficiently and safely.
Assist with Expense and Capital Budget development.
As needed, additional functions may be assigned to meet company’s business needs.
Qualifications
Bachelor's degree or equivalent experience
8+ years of experience
Previous pipeline construction and maintenance experience in excavating, welding, certified welding inspector, and pipeline repair methods
Must be familiar with all applicable codes and regulations including USDOT CFR 192 and 195, API, ASME, ASNT, OSHA, and NACE
Must be familiar with liquid petroleum pipeline practices: in-line inspection, pipeline construction, pipeline repair methodologies, hydrostatic testing, excavation, trench safety and shoring techniques, pipeline anomaly inspection, pipeline gas freeing and isolation, nitrogen displacement, hot work, LOTO, welding inspection, permitting and gas testing during pipeline repair work
Utilize, understand, and adhere to contracts and agreements within scopes of work
Excellent communication skills (verbal and written); good computer skills; ability to interact well with property owners, municipal, state and federal agencies at all levels
Must be a self-starter, have good organizational skills and be able to accept constantly changing priorities
Must be a team player and willing to assist outside of own discipline
Preferred Qualifications
Prior Supervisory or Managerial experience
Project Management Professional (PMP) Certification
Working Conditions
This position is required to live within 45 minutes of the reporting location
This position is required to carry a cell phone and is subject to call out 24 hours a day, 7 days a week for emergency response, extended work hours and/or work weeks
Usually, normal office working conditions. Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing
Ability to travel is required and may be extensive, at times (50%+)
Occasional visits to industrial/manufacturing settings, with exposure to various materials and chemicals, as well as extreme temperatures and loud machinery, requiring appropriate PPE
Exposure to adverse weather, cramped conditions, and some heavy lifting
Candidate must have proven safe driving record and valid driver’s license
