Municipal Services Project Manager

Evaluate and review engineering submittals with municipal staff and Baxter & Woodman colleagues. Respond proactively to inquiries from Village Staff and Officials, developers, designers, and property owners. Review development plans for compliance with local requirements (stormwater management, grading, sanitary sewers, water lines, transportation). Coordinate work across municipal or County departments and with Baxter & Woodman staff. Assess permit needs from other agencies and impacts to on-site and adjacent facilities. Provide recommendations for improving on-site or adjacent facilities in conjunction with development reviews. Prepare written development review reports; communicate with Village Staff, developers and designers. Assist with inter-governmental agreements and municipal budgets. Prepare and submit permits for local municipal projects; act as engineering advisor as requested by municipal staff. Serve as part-time staff to local municipalities where required; represent Baxter & Woodman in municipal projects. Act as an administrative, management, and capital projects resource for municipal engagements. Assist in preparation and improvement of processes and procedures; provide on-site construction inspection services when needed. Assist in preparation of Utility Rate Studies and Utility Reporting required by EPA; assist in grant and loan funding applications and supporting exhibits. Education & Certification Requirements

Bachelor’s degree in civil engineering. Illinois Professional Engineering license or ability to obtain within 12 months. Must-haves / What You Will Bring

4+ years of experience with municipal governments or development projects requiring municipal permits. Excellent technical writing and verbal communication skills. Ability to explain technical issues to non-technical municipal staff, officials, and residents. Ability to work cooperatively with developers, designers, and outside permit agencies. Knowledge of stormwater management, water distribution, wastewater collection, and transportation facilities (parking, roadway design, pedestrian and bicycle facilities, accessibility). Experience in site and subdivision development design, review, and site construction inspection (preferred). Ability to manage and review work of less-experienced engineers; ability to work with local government staff and officials. Experience developing grants or municipal funding applications is desired. Ability to travel throughout Northeastern Illinois (own transportation). Compensation & Benefits

The pay range for this role is $83,000–$115,000. Actual compensation is based on factors including skill set, depth of experience, and certifications.
