Job Summary

The analyst will be responsible for the development, preparation and implementation of regulatory studies required to support changes in the operating company’s (OPCO) customer rates, including but not limited to rate case filings, tariff filings, and other compliance filings, along with the preparation of comprehensive data analyses, analytical studies, documentation, and testimony to support regulatory proceedings, rates and cost of service. The Regulatory Studies Analyst will support accurate, timely and innovative regulatory initiatives, including but not limited to: regulatory rate case filings, tariff filings, discovery responses, data analysis, analytical studies, customer support, special contract development support and other required filings. Works closely with OPCO Regulatory Team, Rate Case Execution Team, State Policy Team, Financial Planning Revenues, Legal and External Consultants and Stakeholders. Principal Duties and Responsibilities

Implements State Policy rate design decisions; develops and supports rate designs Prepares and/or provides expert testimony in support of revenues, lead lag studies, allocated cost of service, tariffs, rules and regulations as necessary Performs or supports external consultant performing the cost allocation study Completes studies required to determine if costs are fixed or variable and allocate costs between functions (distribution and transmission, etc.), classes (residential, commercial, etc.) and rate codes Collaborates with OPCO Regulatory or Rate Case Execution team to obtain and understand key cost allocation inputs and Financial Planning Revenue team to support revenues at current rates Responsible for managing the preparation, execution and implementation of regulatory study filings in various proceedings, including the development of schedules, exhibits, documentation, work papers, discovery responses and testimony Calculates revenues, class, rate code and large customer impacts for proposed and approved rates; calculates and explains variances between current, proposed and approved rates Implements Orders to ensure compliance with tariffs, regulations, and regulatory orders, including timely and accurate development, interpretation and input of billing rates for customers Provides expert tariff administration, interpretation, and support to internal and external parties to maximize customer expectations and comply with tariffs, regulations and regulatory orders. Completes special projects as requested by OPCO Regulatory management or State Policy. Develop, monitor and perform testing of internal controls; Ensures compliance with internal controls and reporting requirements, including Sarbanes-Oxley requirements. Evaluates processes for continual improvement opportunities to more efficiently and effectively deliver value. Communicates essential information to team, OPCO Regulatory and State Policy staffs. Required Qualifications for Position Bachelor’s degree in Finance, Accounting, Economics, Engineering or related field Knowledge of PC applications Demonstrated ability to be self-sufficient and self-motivated Ability to successfully lead and coordinate projects and train other analysts Proven record of superior experience in the regulatory environment, accounting, finance, or other business discipline Demonstrated proficiency in multiple functions, as well as successful assumption of increasingly technical projects and responsibilities Proven ability to provide expert technical advice to others in an accurate and timely manner Exhibited expert technical skills and attention to detail Excellent verbal and written communication skills Works well in a team environment Preferred Additional Qualifications for Position Multiple functional experience MBA or CPA At least five years recent work experience in accounting or related discipline Witness training and/or previous witness experience Disclaimer The preceding description is not designed to be a complete list of all duties and responsibilities required of the position.
