Education and Experience Bachelor's Degree or higher in Business, Public Administration, Urban or Regional Planning or Design, Engineering, or a related field and four (4) years professional experience in urban planning, transportation planning, design, construction, and/or implementation of active transportation projects/facilities.

Licenses and Certificates Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

Job Summary Under direction, plan, coordinate, and manage the work related to active transportation efforts throughout the City and perform professional work relating to the area of active transportation planning, programming, education, and outreach.

Responsibilities

Coordinate the City's active transportation program and project activities in the area of planning, coordination, communication, and execution. Develop, deliver, and implement short- and long-range multi-modal program initiatives. Monitor the design and layout of active transportation facilities, recommend physical improvements, and design traffic calming measures.

Analyze and evaluate right-of-way for Americans with Disabilities Act (ADA) improvements and physical modifications. Develop short- and long-term strategies to improve active transportation facilities. Assist with the Neighborhood Traffic Management Program (NTMP) and implement active transportation projects in coordination with transportation planners, project managers, engineers, public stakeholders, and relevant City committees.

Serve as the City's subject matter expert on active transportation. Stay current on industry standards, serve as liaison to other city departments, commissions, and agencies to promote active transportation. Prepare and distribute educational and outreach information to residents and stakeholder groups to promote mobility and safety. Plan and coordinate special events and oversee right-of-way improvement quick-build interventions and tactical urbanism demonstrations.

Administer project contracts. Monitor and evaluate contractor performance related to striping and physical improvements in the street right-of-way for NTMP features. Review and analyze projects for compliance with City-wide bicycle programs and design standards. Provide support and training to staff, review design and construction plans, and conduct site inspections.

Represent the department and provide technical support, information, and guidance on active transportation issues. Respond to requests for information on ordinances, codes, policies, plans, and procedures. Research, develop and track assets. Provide interpretation of the City's Bicycle Plan and other planning documents, and prepare complex comprehensive documents related to active transportation. Facilitate and support relevant committees, board meetings, City Council and neighborhood meetings (NTMP) to represent the department.

Supervise assigned personnel. Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, merit pay, or other employee status changes.
