Job Description The Assistant Project Manager will support the Project Manager in overseeing the management, inspection, maintenance, and operations of assigned highway maintenance contracts.

This role involves collaborating with internal and external teams to ensure that projects meet contractual specifications, are completed on time, and operate within budget. The Assistant Project Manager will be responsible for supervising a diverse team, ensuring compliance with all relevant laws and regulations, and managing resources, management, inspection, maintenance and operations of the project. The Assistant Project Manager will act as Project Manager in the absence of one if needed.

Job Responsibilities

Responsible for the Management and Operations of Complex Highway Maintenance Contracts with various Departments of Transportation with input from the Project Manager

With the input of the Project Manager, develop and periodically revise a multi-year work plan for the maintenance and operations of highways within the project's limits to specifications under the contract.

Develop strong working relationships/partnerships with all customers.

Manage all employees including Area Managers, technicians, specialty work crews, administrative staff and other staff with input from PM.

Assist Project Manager with the oversight of project overheads to insure proper utilization of resources and proper expense management by Area Managers and other responsible staff.

Monitor contract to ensure proper expense management and maximization of operating profits are being accomplished.

Make sure utilization of current equipment inventory is effective, and that the inventory is of sufficient quantity to handle contract needs.

With the input of the Project Manager assist in development of long-term personnel and equipment scheduling to determine overall project needs.

Ensure all staff are abiding by all federal, state and local laws within the scope of their contracts.

Provide area managers and staff with the means to be in compliance with all federal, state and local laws.

With the input from Project Manager, work with office manager by lending direction with regard to:

Location overhead (office) payroll budgeting

Location overhead (office) staffing needs

Information processing systems

Location overhead (office) major expenditures

Office image and cleanliness

Monitor fleet of vehicles and equipment to ensure worthiness thus not jeopardizing DCS Asset Maintenance LLC employee

With the HRBP/Recruiter and Project Manager, ensure a solid recruiting and hiring game-plan and that this game-plan is executed on a timely basis.

Perform annual evaluations on all responsible employees

Train new managers.

Work with Project Manager in providing input for the development of the project's overhead budgets.

All direct expenses are accounted for properly.

Contract specifications are addressed properly and accounted for.

Make sure the work is within the scope of the project’s capabilities and resources

Train and coach subordinate managers in all facets of management including but not limited to:

Personnel

Operations

Safety

Contract Compliance

Assets

Financial

To identify subordinate managers who are seeking greater opportunities within DeAngelo Contracting Services, LLC, and mentor these individuals towards these goals.

Oversee overall facility appearance and maintenance.

Assure safety on entire project.

Assure compliance with DOT and other Regulatory Safety Agencies

Assure all Area Managers are maintaining field safety and proper PPE

All other duties as assigned

Qualifications

5+ years

of experience in highway maintenance, public roads, or construction management.

A

Bachelor’s Degree

in Civil Engineering, Construction Management, or a related field is preferred.

Industry-related certifications or training in highway maintenance and construction are desirable.

Experience with estimating, project budgeting, and cost management is preferred.

Knowledge of MRP (Maintenance Rating Program) preferred

Advanced MOT certified preferred

Ability to obtain Commercial Herbicide Applicators license (Right of Way and Aquatic categories) within six months of employment.
