About the Agency The North Carolina State Board of Elections (NCSBE) is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. NCSBE works closely with all 100 county boards of elections to ensure fair, accurate, secure, and accessible elections across the state.

Primary Purpose of the Position The Compliance Specialist serves as a key resource to ensure counties are performing election-related duties in accordance with state and federal requirements. This position conducts compliance reviews (both virtual and in-person) of county election administration processes, with a focus on voter registration list maintenance and campaign finance disclosure reporting. The Compliance Specialist provides data and analysis back to the NCSBE Training and Program Management teams to identify areas of concern and inform the development of training materials, including New County Director Training and the Election Certification Program. The position emphasizes a collaborative, supportive approach with counties—working to evaluate, identify areas for improvement, and coordinate with the program area to ensure consistent application of election and campaign finance laws and policies.

Key Responsibilities

Conduct reviews of county election processes including absentee voting, in-person voting, voter registration, candidacy, canvass, and voting systems.

Provide feedback to NCSBE leadership on potential areas of improvement in county election administration.

Promote consistency and adherence to best practices across all counties.

Conduct reviews of county voter registration list maintenance procedures to ensure compliance with N.C. Gen. Stat. 163-82.14 and the National Voter Registration Act (NVRA).

Evaluate county processes for address confirmation mailings, duplicate record checks, deceased and felony removals, and inactive voter tracking.

Document findings, identify trends, and provide analysis to inform state-level policy and training.

Review county procedures for receiving, processing, and maintaining campaign finance disclosure reports.

Ensure counties follow proper retention schedules, securely store documentation, and transmit reports to the State Board as required.

Assess compliance with audit standards for campaign finance reports and provide constructive recommendations for improvement.

Analyze compliance review data to identify statewide trends.

Prepare written reports and recommendations for NCSBE leadership.

Support policy and process improvement efforts by providing evidence-based insights.

Travel statewide and conduct both in-person and virtual reviews.

Qualifications

Bachelor’s degree in accounting or a discipline related to a program area within the agency, and two years of audit experience; or a Bachelor’s degree in any field and certification/licensure as a certified internal auditor, certified fraud examiner, certified information system auditor, certified public accountant with an audit focus; or other audit certification/license and two years of audit experience; or an equivalent combination of education and experience.

Working or general knowledge of accounting, governance, risk management, internal controls, laws and regulations applicable to area of assignment.

Working or general knowledge of data analytics.

Ability to understand internal and/or government auditing standards, principles, procedures and techniques.

Ability to follow work programs and instructions; and recommend or perform testing work.

Ability to confirm accuracy, integrity, and conformance to rules, regulations, and standards.

Ability to recognize noncomplex and routine problems, identify reportable issues and underlying problems, and propose solutions.

Ability to research, compile and analyze information.

Ability to organize and document observations and supporting work.

Ability to interpret and explain results and procedures.

Ability to work cooperatively and develop positive working relationships throughout the agency.

Ability to write communications that convey concise and comprehensive information on moderately complex nature matters.

Ability to manage confidential matters.

Ability to interpret and apply statutes, administrative rules, and NCSBE policies.

Ability to establish and maintain effective working relationships with county election officials, NCSBE staff, and external stakeholders.
