Administrative Specialist 1 Duties
Oversee and perform Human Resource support staff functions.
Maintain shared Human Resources mailboxes.
Coordinate Requests to fill (RTF) and Budget Director Approval (BDA) process.
Notify appropriate staff of status changes/RTF approvals and track agency BDA fill requests.
Oversee and administer agency orientation program.
Prepare a variety of complex and confidential reports.
Prepare correspondence and other documents.
Maintain confidential files.
Administer employee performance evaluation and probation programs.
Administer the License Event Notification Service (LENS) program.
Create ad‑hoc reports.
Assist with various special assignments as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non‑competitive appointments and the official probationary period will begin. Within one year of permanent appointment, employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status without having to compete in an examination.
Administrative Specialist Trainee 1 (Hiring Rate $56,655) – A bachelor’s degree or higher.
Administrative Specialist Trainee 2 (Hiring Rate $63,180) – A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
Administrative Specialist 1 (Hiring Rate $67,119) – A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
55 B/C Qualifications Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
Competitive Minimum Qualifications CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
Transfer Qualifications Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1, 52.6 or 70.4 of the Civil Service Law. To be eligible for a 70.4 transfer, a candidate must have one year or permanent, competitive service in a position allocated to a grade 12 or higher and a bachelor’s degree or higher. Depending on qualifications, a candidate may be required to serve a two‑year traineeship that leads to the journey level, grade 18 position.
Additional Comments Please note: This position requires both in‑office and remote work. A hybrid telecommuting schedule can be discussed with the hiring manager during the interview.
