Job Description We are looking for an analytical and detail-oriented professional to serve as an Administrative Hearing Officer Tier I. In this role you will handle complex legal and quasi‑judicial matters related to Unemployment Insurance (UI), tax status, debt setoff, and benefit overpayment issues. The position operates under limited supervision, with the ability to listen, write and format legal documents, and make decisions with good judgment while using time efficiently.
Key Responsibilities
Review case records and research relevant laws and precedents for assigned cases.
Conduct quasi‑judicial administrative hearings for unemployment compensation and other labor‑related disputes.
Draft and deliver decisions that comply with South Carolina laws and federal regulations.
Ensure decisions are professional, understandable, and free of errors, addressing all issues raised during hearings.
Manage Lower Authority Appeals promptly within legal and policy frameworks.
Carry out UI, trade, and tax hearings according to DEW policies and DOL quality criteria, ensuring fairness and adherence to regulations.
Minimum and Additional Requirements Education and Experience:
Bachelor’s degree and 1 year of experience in unemployment insurance, legal or quasi‑judicial areas, or a Juris Doctor degree with no experience.
Additional Requirements:
Knowledge of UI benefits and tax laws, rules of evidence, administrative procedures, and related law; knowledge of docket claim management; keyboarding skills required.
Preferred Qualifications:
5 years of Unemployment Insurance experience or a Juris Doctor degree.
