Hours/Schedule: 8:00 a.m. to 4:30 p.m.

This position is devoted to providing enforcement of the NC State Plumbing Code, City of Durham Code of Ordinance for Cross Connection Control (CCC), and General Statutes. Responsibilities include performing field inspections, reviewing and approving backflow applications, reviewing building plans, traveling to job sites, interacting with homeowners, maintaining documentation, and monitoring active projects. The incumbent serves as a CCC Inspector and assists the CCC Administrator in administering the CCC Program. Duties include conducting backflow preventer inspections of various facilities, testing City-owned backflow preventers, locking/unlocking irrigation meters, working with customers to ensure compliance, updating records in CCC software, and monitoring projects. Travel to job sites is required.
Key Responsibilities:
Enforcement of codes and regulations, review and approval of building permits and inspections.
Conducting backflow preventer inspections of commercial, industrial, institutional, and residential facilities.
Entering and maintaining inspection status in online portals.
Issuance of Notices of Violations and Water Termination letters.
Investigating customers for non-compliant backflows or unprotected cross connections.
Locking and unlocking water meters based on compliance.
Resolving inaccuracies from field visits.
Assisting in certification and re-certification training programs by providing instruction and proctoring students in wetlab.
Maintaining and updating cross connection database records.
Minimum Qualifications:
Associate’s degree or equivalent.
Three years of related plan review and inspection experience.
NC Plumbing Standard Level III Certification within 2 years of hire.
Certified Backflow Preventers Testers Certification within 6 months of hire.
Sworn Official of the City-County within 6 months of hire.
AWWA Cross Connection Operator Responsible in Charge (ORC) certification within 1 year of hire.
6 hours of Continuing Education Units (CEUs) annually.
Valid North Carolina Class C Driver’s license with a satisfactory driving record within 60 days of hire.
